Ive recently started to play eve again, and ive been playing since 2005.
And todays lvl 4 missions are just but shadows of the missions back then. Last time i played it was possible to meet foes with over 2 million bounty, and some foes were accually hard to kill.
Nowdays we have missions like Massive attack, seems great, but once you enter you will face the awesome might of about 5 cruiser and 2 battleships and some crap frigates per accelration gate, and then your done.
It isnt even worth turning you shieldbooster on for that.
But oh nowdays rats use electronic warfare, its more annoying than making it harder, guristas for example, yeay not being able to target things for several minutes making ex the assult booring as hell and no sensor boosters dosnt help they still jam the hell out of you.
And yes theres lvl 5 missions out now, but all located in low sec space.
And i really dont like getting my expensive mission running ship get blown up by player pirates, some players just like to enjoy the game for just some grinding fun in missions and to earn cash to buy that 1 billion worth shieldbooster youve been looking at.

Ive been around since early 2007.
they did drop the amount of high bounty battleships in lv4s, but from what I have seen there has only ever been 1 ship over 2mil bounty and that is a 2.5mil rat at the end of Vengeance.
massive attack has always been around.
and I swear npcs used to jam way more often. almost never get jammed anymore.

They changed the jamming mechanics at some point so it's chance based now where it used to be a sure thing if they had more jamming strength than you had sensor strength. Could be what you're noticing.

it really isn't that hard to get a level V in highsec ya know?
find and agent that is as close to highsec as possible, there is one near stacmon IIRC for fed navy, get a bunch of friends who have standings to use said agent. request missions rinse repeat till the mission is in High sec profit

I don't think I started till after the ecm changes. or maybe it was I just sucked at killing jamming ships.

Oh ok. Yeah could be. They definitely stopped irritating me so much when I got my drone skills up a bit

Well, i swear i always get jammed in assault when new group of rats appears in first pocket. And tracking disrupting is significantly lower in sansha blockade for me /i remember getting 6x td from second spawn, now i get 2-3 in first 20secs/.
But i think its only my feelings and its totally random.

Hint: You don't need 1bil shield booster. Take precaution, don't mission in Motsu.

So your problem seems to be...you want to sit in one place, have all these different missions handed to me, fly them in an expensive ship with no risk of getting pwned by pirates. You forgot to mention ninja salvagers and how they steal your loot.
Hint #2: Get out of Motsu. Go fly in some other parts of hisec. There are other systems out there, you know. And they give out different missions.

NPC never had a specific jamming strength.
For a period (late 2007-start of 2008?) NPC used more Electronic Warfare (I recall common missions where you were NOSsed to 0 cap in 1 cycle) but the ECM system was always the same X% chance for a ship to start jamming, Y% chance of the jamming being successful.
The difference is that the first number (chance of using ECM) has been lowered and/or the number of jamming ships reduced.
After a test period of widespread use all the NPC EWar chance of activation has been reduced as the cumulative effect of teens of ships with high chance of activation and no counter was excessive.
