What is the best frigate for a scouting alt to fly into 0.0?
Would think speed counts, but also align time and maneuverability.
The Rifter has some speed; the Vigil is even faster, with bonuses, but I wonder about the higher signature radius.
Any ideas, or experience?

A cheetah is expensive, and requires major skills.
My idea of a scout is an expendable ship flown by a lightly trained alt.
Kestral? Why?
Looking, I think, for speed and agility. Is there anything to choose from among the various t1 frigates?

If you're looking for the fastest align speed on a T1 frigate for a cheap, expendable scout, I would recommend either the Executioner or Vigil. The Vigil aligns a bit faster with inertial stabs loaded and has about 50 more cap (good for long warps), but the Executioner is a cheaper hull, has a smaller sig radius, and requires less mods.
The overall fitting would be: inertial stabs or nanofiber internal structures in the lows, MWD and small cap battery (again, long warps) in the mids, whatever you want in the highs. All T1 or cheap named mods, plat insured, shouldn't be terribly expensive to lose. I suppose you could also try loading an ECM of some kind into the Vigil's third midslot.

Wait, what?! Cheetah is expensive and skill intensive? Nobody told me, besides the loss of a covops is more rare than losing a carrier in my experience. I would go with something with longevity and the ability to run any camp, no matter what. The answer is simple, Cheetah.
If you go with something else there is a good chance that you'll get podded at almost every camp you come up on, and the ship replacement along with the cost of upgrading your clones constantly will eventually cost more than the initial covops frigate, also the base skill set is the same as the Hound, which will help if you want to drive local 0.0 residents nuts.

The problem with the OP's thoughts being that after the first camp you have no more scout.

Of course it is. The hull alone is 25m, uninsurable, isk. It takes weeks to train an alt to fly it, by which time you are paying for an upgraded clone.
Cheap, expendable, insurable = Good scout.

Based on your definition of a good scout coupled with you not wanting to invest any SP, the best ship for your alt is a shuttle. Anything above this will die regardless as a scout.

And you also want your scout to stay alive long enough to be able to report on what he finds. A non cloaky scout in 0.0 is just a joke.
The first time I ran a Slasher through 0.0 on my own, using all the sneaky tricks to approach gates from odd angles, etc, I lost it and got podded within a few jumps of our home system. Whereas my Cheetah never once got destroyed in months of 0.0 action. Forget the idea of a fast T1 frigate scout and get a Cheetah, or a Hound. A Hound is just as good a scout and will also allow you to uncloak once the fighting starts and add some firepower.

stop being a cheapskate, train for a cheetah and never lose it to bubbles, they are used as scouting ships for a reason.

I prefer to use a bomber / cov ops for scouting. There is that extra something skirting about enemy blob that has drones and bodies littered all around the gate.
