We all know Roid strips are power intensive and ICE strips are CPU intencive.
First I like to show you all the stats on Roid Strip Miners:
=============
Strip Miner 1 CPU 60 Power 10
Strip Miner 2 CPU 60 Power 12
ORE Strip Miner CPU 60 Power 10
The (2 Units) Power reduction from (Strip Miner 2 = 12 ) to (ORE Strip Miner = 10) makes it possible to go for the ultimate HULK Roid Mining Fitting.

So now I like to show you all the stats on ICE Strip Miners:
=============
ICE Harvester 1 CPU 60 Power 10
ICE Harvester 2 CPU 66 Power 10
ORE ICE Harvester CPU 66 Power 10
As you all can see there is no reduction in CPU (0 Units) CPU reduction from (ICE Harvester = 66 ) to (ORE ICE Harvester = 66) this makes it impossible to go for the ultimate HULK ICE Mining Fitting.

*** CONCLUSION ***
The (ORE ICE Harvester) module is clearly missing a reduction in CPU over the previous T2 module. The ORE ICE Harvester should have the values CPU 60 and Power 10.
I am not going to show you all the perfect way to setup a HULK. But I like to know what all your opinions are about this missing optimization over the T2 component.

This is intentional afaik, I thought the mackinaw (excuse my spelling? I don't mine) was the intended ice mining god.

The only difference is a 2km range bonus which is null because while mining ice you don't need to move. The only real difference is the rarity and price of the two modules which is very odd. I had not noticed this until reading this post but you're quite right. There is no difference (Apart from skill requirements and it's a rank 1 skill) between the ORE laser and the tech II version.
As for fitting them on ships it's possible to get a better output from a hulk if you don't have a gang booster but that's very rare. (This is all due to % duration reduction, skill levels and such).
If you're mining ice the best setup is two tech II lasers and duration reducing low slots. (Unless you have crap skills and no friends and then use a Hulk)

Correct, The Mackinaw is not a mining GOD. Maybe it is in mining speed but not in protection.
Fit a Mackinaw in EVE-Fit:
2x T2 ICE Mining Upgrades 2x T2 ICE Harvester
Now try to put something useful to get your shield to tank low-sec Rats. The only thing you can fit in Mid slots is a small T1 Shield Booster.
The Hulk can fit a lot more then just a small T1 Shield Booster in the Mid Slots.

Where is your back up? Where is your shield transferring Rorq? Shield drones from a friend, you don't need a tank if you've got friends. Plus then production increases, roll that out over 10 ships and boom, that's a big increase.
I do however agree that they need to rethink the ORE Harvester laser. It needs to have a duration reduction or fitting reduction. Fitting reduction would be nice, it would mean you could fit more things to the Mack.

I agree.... There is something wrong with that module in question... I really hope CCP is reading this and gives us a answer on the matter.

trust me, you can fit a lot more then t1 shield boosters, i have a completely t2 fitted hulk/Mackinaw and i can tank up to 3 BS rats, and or kill them. If not for priates and other pvpers in low sec there would be nothing stopping me from mining, t2 drones make short work of even bs's if your damage is fit correctly.
