Acctually, no there is not a better web in the game. Not even the dominion is better than this.

Fleeting Web = 90% 10KM
Domination Web = 90% 15KM
Starsi dont make Eve Pilots, but if they did, i wouldnt be one of them. |

It's worth about a million isk.
The commander/officer webifiers have increased range. To be honest, I couldn't care less about the extra 25 m/s my target is going at if I can web him at 15 kilometers.
