I am a newbie and have run into this a couple times.
Either I get to a solar system, and there is nothing to probe-scan, or I do scan something down to 100% only to warp to location and there is nothing there.
So I am assuming other players have already scanned this and took the loot.
If that is true, when / how does the solar system regenerate new spots to scan?
Is there a set time or something like that?

Every time somebody run a site it wil despawn after a certain timer run off and then will respawn in another system, chosen randomly from its constellation/sector. as it is totally randomized, it can happen that some star systems dont have any sites for days, then get dozen of them. and sometimes sites get bugged and dont despawn properly.

A couple of nights ago in amamake there were 12 angel sites of various levels and a wormhole to a c3. I ran every one of the sites without so much as a single curious pirate snooping around or even showing up on scan. As far as why the empire spaces are run out is that there are waaaaaaaaaaay moar newbies running them than in low sec or nullsec so they get overgrazed. Simple solution is to move out to low sec and run them as hardly anyone bothers to scan down site runners when there is so much fw and pirate stuff going on at the gates and belts. Its just easier to get a fight nowadays and noone bothers to try to find elusive players in deadspace areas unless they have a tip on a faction fitted runner.

You probably scanned down a Gravimetric and there were no rats. By "nothing" do you mean absolutely nothing or no rats?
Systems can often be empty, especially out in 0.0. If you don't find any signals in one, move to the next

I found a hidden asteroid field ( which i wasn't interested in ), and there wasn't even an asteroid.
It took like 5 jumps to actually find something to kill.

Only 5? That is quite good, I don't see why you are complaining. If there wasn't an asteroid then someone mined them, or it de-spawned just after you bookmarked it. Or are you just complaining for the sake of it here?
I have gone days where I scan out 25+ systems and find nothing worth while
