So you've got a tower. You're in an alliance and... you can either launch and then anchor the tower for your corp or your alliance.
I know about the 1 corp, 5 alliance towers per system per day rule.
But what function does launching for the alliance give. It can't be for SoV anymore, can it?
Also how are the rights setup for the PoS? Do they go by the anchoring corp or by the rights for whichever corp a person is in (as long as they are in the alliance)?

Towers are corp assets. With the exception of ME and PE research slots, nothing else can be used by an alliance.
If XYZ corp anchors the tower, then everyone moves to YZX corp, the tower will sit there forever until someone blows it up as the corp XYZ owns the tower, not the person who anchored it.

Alliances don't actually exist in the sense of being able to own stuff. There are no Alliance roles (those that do exist are roles within the executor corporation, not the alliance itself).
When an outpost is put up, it's owned by a corporation in the Alliance. POSes are owned by corporations, insurance can be taken out on a corp basis, but not Aliiance. There are no Alliance wallets.
When it boils down to it, Alliances are not much more than a chat window, a pretty coloured icon next to everyone's name in your alliance, a war target and a committee of CEOs.

It should also be noted that POS's are not sov holding devices anymore. They are for protected safe spots (for ratting/mining/pvp), research, industrial activities (such as remote manufacturing/refining), bait (see Pandemic Legion), and moon mining.
On the main point: I don't believe anchoring for corp or alliance changes anything. It might allow a member of the same alliance to anchor the tower once it has been launched, but it changes nothing once the tower has been anchored afaik.
