My suggestion to CCP is to temporarily remove any standing loss from the Agent when the player is forced to refuse or cancel the mission. The emphasis is on TEMPORARY until the No Spawn and Contraband courier issues are resolved.
This way, we can continue to play and enjoy the missions---one of the main points of Exodus---without feeling being grieved and petitioning which will only overwhelm the CCP support teams.

Signed. Had my wife sign. Kids signed. Dog signed. Cat walked across and left signiture too.
Same agent, before and after expansion. Before expansion, was taking down three to five missions a day, no major issues. Now...OMG, I lost a cruiser on a "clear out the rats" mission...fair enough...happens occasionally. Dropped the mission, took a hit. Pulled a Mord mission...no chance I am trying that right now solo...turned it down. Took a nice, easy, rescue the damsel mission. Lost my second cruiser for the day and dropped the mission. Three mission hits in one day...that's more than I have ever turned down combined. I dropped to a lvl 2 agent, which are too easy, for now, just cause I can't keep up with the cash flow for ship after ship and the status bites suck when you get .01 for doing a mission and -.1 for turning it down.
Outer space is no place for a person of breeding.

This is a good idea, although I agree just remove the standing from the deadspace ones which are causing the problem. I had a deadspace mission where no NPC showed up. Tried everything to get it working. Re-log, dock/exit, change sector, nothing worked.
Then today with only 4 hour until mission expire, I warp to location. Still nothing there. Quit game, cleared cache (everything, only prefs.ini left), restarted game and warped to target location. Voila, lots of NPC targets 
Looks like there is something wrong with the bookmark location. Clearing the cache forces server to send it again.
Hope this works for others too

i agree this would be a good temp fix which i would love too see implemented but i cant see it happening myself, i would of thought it would be very hard too implement and also very open too abuse. example: only accepting agent mission which give good rewards, implants, reactors etc.
I would of thought that with the lack of dev activity on the board that they are all coding there asses of atm anyway, we can only hope this is the case.
