I'm a new player trying to get into pvp, I just bought a rifter to experiment and was looking for a good fit. Anybody think they could offer an opinion

3 x 200mm AC plus a rocket or standard launcher in the high, preferably the standard launcher.
point, web, MWD, potentially replace the web for a 2 point scram for killing MWDs
DC2 and 2 nanos in the lows, or a plate and EANM if you can fit it. I use this sort of fit mostly as a cheap tackler in fleet fights but you can tinker with the fit for small solo work.

For survivability, I recommend the classic:
3 150mm Autocannons
1 Small Nosferatu
1 1mn Afterburner
1 Stasis Webifier
1 Warp scrambler
1 Damage Control
1 200mm armour plate
1 Small armour repairer
Rigs:
To taste. Projectile rigs, Astro rigs, and Armour rigs are all useable on this fit.

You have 2 options:
mwd/scram/web
DC/200 plate/SAR
mwd/mse/scram
DC/gyro/nano
Second one is faster, does more dps, has more EHP and doesn't require cap to run (passive shield regen is close to T2 repper if you use rigs) but lacks a web. Depends on the situation what you'll want.

I found having a tracking disruptor with 150's is also viable, but you don't have much of a tank due to the high fitting costs of the TD, you need mostly best fitting modules (not always meta4).

The Rifter is a great frigate but it has a really big drawback: everyone else is using it! ...especially the armor tanked AC variety with AB, web and scram in med slots.
So, instead of fitting a cookie cutter Rifter, fit something that is designed to kill it.
Something faster (as in astronautics rigs and overdrive) and longer ranged (just within scram range) would be one example.

That and I think the rifter is overrated. Instead of taking an honest look at the strengths and weaknesses of the frigates, newbies are basically told "going into PVP? Fit a rifter".

Yeah that's true, the rifter isn't the best at everything. It might be a great all around frig but it certainly has some drawbacks.
I'd love to see more newer players trying out incursus', tristans, punishers and merlins.

This, really. I think that the Incursus is better at smacking bigger ships with it's ridiculous damage, and that an MSE Merlin will kill most Rifters due to it's ability to fit a massive tank, full tackle, and a be effective with a variety of weapons (lasers, rails, blasters, ACs, missiles, neuts). Fitting it for kiting also works nicely.
*Fumitsugu goes and trains Caldari frigate to V, buys a few Merlins.

Although still new to the game I've noticed the Rifter to be extremely affordable (not to mention easily replaceable) it's like the Honda Accord of the eve universe. Not the end all, but easy for new players to quickly get into something that, with a good skill set, can be quite effective.

Or, you could just fit a Vigil w/ lg snakes that goes over 6km sec, can actually hold point, kill things and doesn't turn like a greyhound bus.

Rifter is faster than most frigates and has a pretty good tank.
Also, you can load highest damage ammo into short range turrets with virtually no penalties (this is just broken IMHO). So that, Rifter delivers very good to decent damage from 0 to 6km.
In order to beat it you either have to stay at 6+ km range or out damage/tank it -- neither is trivial but both are doable.
