I've never been impressed with the shield Thorax - blaster ships, especially solo, absolutely must fit scram + web. Even plated, a Thorax is still much faster & more agile than a Brutix - an overheated MWD gets about 1700m/s and can run down some targets if you miss the tackle (or are engaging a gang solo) but if you're not good at starting the overwhelming majority of your fights at point-blank range I'd suggest flying a Matari ship instead. Also, if you can't afford a full T2 fit w/ T1 rigs you might want to stick with frigs.

What is an expensive fit depends on the ship. 20 mil for fitting a t1 cruiser hull IS expensive, while 20 mil for fitting a t1 battleship hull is a throwaway.
