Too expensive on the midslots. I'm not sure what is acceptable DPS wise and how much I can tank in order to be able to do a level 4 / low sec plex with no problems.

For a fast ship with a cruiser sig radius and decent range, a tank of something like 200 dps sustained and 400 peak should cover you in L4s. If you want to get close enough to get full damage out of autocannons, you can up that 50 to 100%. You need to deal about 350dps with good hit quality to break battleship rats reasonably efficiently. More DPS than that translates to more Isk/hour. Many rats will want to sit at 30km from you, a few at 50km. Burning to them costs time, i.e. money, so range is good. Now you have long range guns with bad tracking, you need a way to deal with frigates that get inside your tracking and web you. Use some combination of drones, web, speed, tracking mods, or paying fanatical attention to killing them before they get close. It wouldn't hurt to practice in a Hurricane -- if you can fly that effectively, the Loki will be easier.

Unprobable with 500ish dps depending on ammo and implants. 170 omni tank, which with the speed tanking has been plenty - just watch the webbers but the falloff means you hit them before they get to you generally. A little expensive but you can drop to T1 rigs and T2 modules where possible. A Jackal implant set would free up another mid-slot. I use an armour PVP fit for plexes.
