I have -7.15 with Amarr & -5.76 with Caldari whats the best way to raise them. I am only allowed to use Lev. 1 agents.Thanks

Using a Lev. 1 agent + 1 S.L.mission only gives a 0.02 raise to standings its going to take for ever.

Check your standing with the factions friendly to them and see if you can run something better than their level 1 agents.
Train connections level 5.

Train Diplomacy if you haven't yet. It'll help a bunch.
With Diplomacy V you'll still need to do a few level 1 missions. Isaziwa and a nextdoor system have several Caldari Navy level 1 agents, plus you'll get Caldari Navy storyline missions in Isaziwa. I had worse Caldari standings than you and I only had to do 212 missions to get back above -2.00 faction standing. Once you're above that, you can run missions for higher level agents. By that time I could go straight for level 4 agents  You can then run missions for Caldari, which will also fix your Amarr standings via derived modifications.
Your Gallente/Minmatar standings will take a significant hit if you go this route though. You can't raise Caldari/Amarr standing without dropping Gallente/Minmatar standing.

Not sure if you can access them with your current standings, but at least at some point you'll be able to increase your standings quickly doing cosmos missions.

Have you tried any cosmos agents? They might do the trick a little bit for you, if you can use them.

Other than that...diplomacy is about your best bet. Connections would do it for the corporation that you are running missions for. It gives .4 standings towards corps that you have less than 1.0 standing with I believe. Bumps a new character up from .01 standings to 1.21 standings having it at level 3, and allows the use of level 2 agents, thus more standings ofc. -----

if you havnt already done it, run the Sisters arc in Arnon, you get a choice of endings that will give you around 8% rise in your choice of faction. doesnt sound much but with the way standings are calculated it will make a huge difference to minus standings. There are no negative derived standings so no effect on other faction standings.
havnt done them myself but I heard the lvl 4 arcs give a 14% boost.
You can run the arc once every 3 months so keep coming back to top up any faction standings that need a boost to maintain balance.
Running Ammatar missions will actually raise your Amarr and caldari standings faster than doing Amarr missions. Your Gall and min standings will drop much slower than doing cal/Amarr missions. (By missions I mean storylines ofc)

OP - you haven't said whether those levels are the unmodified standing or modified after your Diplomacy skill has been taken account of, or for that matter what level of Diplomacy you have trained.
I would assume that is the modified standing, but you haven't trained any skill in Diplomacy. So that is the first step. Train diplomacy to 3 or 4 until your modified standing is higher than -5.0 and you can safely enter Caldari space. Then train Connections and Social as high as possible - at least 4 each.
Once you can enter Caldari space, go there run a single L1 mission for a negative quality agent, turn in, you will immediately get a positive standing with the agent's corp, then your connections skill will kick in and raise this still higher. You may even be able to move straight onto L2 agents but certainly the higher level 1s for that corp. Find a better quality agent and grind your way up, shouldn't take more than 10 hours or so before you are accessing L4 agents and of course the storyline agents will kick in and your faction standing will increase with both Caldari and Amarr. Eventually, you will be able to access Amarr space and do the same there if you want to.
ALWAYS decline missions that have you killing Empire Faction ships or structures, these are what destroy your faction standings in the first place. Always do Important Storyline mission (unless they have you killing Empire Faction ships or structures), although they do generate some negative faction standing change with the opposing faction, those changes are smaller and are capped so can never dip to the dangerous levels that you currently have with Amarr/Caldari
