There have to be some balancing with missiles. The biggest thing that I feel should be done immediately is: INCREASE missle velocity by a ton and decrease missle flight time by a ton.
This shouldn't be done for the long range missiles like cruise or heavy, but for the short range. So for all heavy assault launcher missiles and torps the flight time should be very very short and the velocity should be very very fast. Since guns now wait a cycle before actually shooting, this would allow these short range missiles to hit around when the guns do.

what would make torpedos move faster, there topedos, the small missiles ya could use this boast but cruise missiles generaly can shoot anythign on grid if your at least basic skilled and torps are just plan huge missiles

Uhh, what? Cruises are the ones that need a speed boost the most. Torps are a perfectly viable weapon system, and issues with frigate and cruiser missiles are not speed related.
(Light missiles = grid requirements, rockets = general suckage and CCP hatred)
HAM speed is fine, heavies could use a bit of a boost but it's only really on the Cerb that problems arise. Missiles on the whole are in pretty good shape right now. Frigate missiles need some very small tweaks while cruises and maybe heavies need a velocity increase. _________________________________

alo give us point defense cannons with a chacne to shoot down fast missiles to Signature - CCP what this game needs is more variance in PVE aspects and a little bit less PVP focus, more content more varied level 1-4 missions more than just 10 per faction high sec low sec and 00 |

I saw someone post an idea for a point defense system or module, for capital ships. I thought it was a great idea.
Hoenstly, I think anything Battlecruiser size and larger should be able to mount some kind of point defense module capable of dealing with drones or missiles. Battleships and Capitals could mount more of them, naturally...

For PvP? I won't even use them for PvE. I fired one once, and watched it zigzag across space on the way to the incoming missile, and because of the zigging and zagging, run out of flight time before it reached it's target. I promptly unloaded the launcher and never looked back.
