I would like to buy an Amarr character that can fly interceptors and/or recons. A character with nice learning skills and a small employment history is prefered.
I'm looking to spend no more than 5B.

I've got a pilot that might be perfect for you.
Minmatar ships are her speciality, anything up through BS and Amarr and Caldari ships through BC, all Minmatar T2 frigates - They're more fun than the Amarr ones anyway, if you ask me. Well-rounded skills; basic learnings up to 4s and 5s, good standings all around.
She comes with a T2-fit Rupture, an L4-fit Maelstrom, and an experimental T2 autocannon Maller for your flying pleasure. Reasonably priced at only 3b.

This char is just about ready for sale, no wasted SP at all, combat focused, 25.6 mill SP, never had a remap, rounded attributes, ready to train HAC/HIC/Logistic/Recon just need the skills plugged in and trained. A bit over your budget at 7 bill, but excellent character, oh and only NPC corp
