So I just got back from a 6-month-ish Eve hiatus, and I'm wanting to get into some good L4 missioning this time around. I keep seeing all these posts about how people are making absurd amounts of money missioning, and though I know I probably won't come anywhere near those, from what I'm reading I feel like I should be able to make more than the 10-15 mil an hour I use to make before I last suspended my account.
So I ask you, forum-goers, what would be the best ship/fit, with a total cost of roughly 300 mil ISK or less, to fly for making as much money as possible? At about 25M sp I feel like I have fairly good skills so theoretically I think I could fly most ships within my budget without *too* much training. The goal is to eventually get into some of the high level missioning ships, e.g. a Golem, but to get there I need to make the cash first.
Right now I have a Raven with 3 CCC's that I put on from when I originally started L4's because I was use to the Drake tank not going down. I also keep an Ishtar with a loltank on it for AFK missioning. I think I can do better though.
I realize a lot of this will be opinion but I welcome any input, I like analyzing different points of view.

Buy a Raven, Fit like this:
6x Arbalest Cruise or t2
1x tractor beam, 1x salvager
Target Painter (PWNT)
X-Large Shield Booster II
3x mission specific hardeners
Heavy Cap Booster II
DC II
3x BCII
3x Rigor Catalyst Rigs
In your inventory, keep 10x 800 cap charges and ~3k missiles of they type for the mission you are up against. Read reports, play smart and you won't break. Loot and salvage as you go along, but don't waste a lot of time doing it or come back after if its a nice drop. You should easily put out 400+ dps, and easily make 25+ mil an hour.

The OP is Caldari but since the topic is not restrictive I have this cheap fit that nets me about 3B a month:
Maelstrom
8 x 800 T2 AC
1 x-large Shield booster (meta4 or better, ie dread guristas is cheap-ish)
1 cap booster (meta 4 or better), 800 charges
3 T2 hardeners. IE 1 exp 1 kin 1 inv vs Angels
1 AB, meta4 or better. RF = NICE and you get it in few hours worth of missioning LP
3 T2 gyrostabs or better
2 T2 tracking enhancers
Rigs: ambit + aerator + a cap saving one (don't recall the name and we are in downtime)
Anything below 30km gets destroyed quick enough that you must train targetting to at least pick 5-6 targets or you end up waiting for next lock. Even frigates get easily chewed if at low transversal and / or > 14 km away
Stuff like AE gets done in well below 1 hour, closer to 30 mins than 1 hour.
Typical bounties wallet "ticks" are 5.5 - 7M each for optimal missions (most of AE, mordus headhunters, damsel...)

Add an other ship to the raven for salvaging (like eg. a Hurricane) after mission is done (make bookmarks).
Some missions really give good amount and you can add about 30% of you income just with looting and salvaging your own mission.
Later with a golem you have enough cargo to do the killing and salvaging at the same time which boost isk/hour signifcantly.
