Right now i have gallente command ships gallente battle ships and evey thing in-between to lvl 5 all the gun skills and large hybrid turrents to 5.
Would amarr be the best race for cross training seeing as how they share some gun skills and share the same tank skill as gallente?

The other obivous option would be Minmatar. Would allow you to fly two lines of pirate ships next to the Minmatar vessels. Plus autocannons rock on some Gallente ships.

I vote going minmatar for the crosstrain. Projectiles are one of the best overall weapon systems now after the boost and you get an awesome ship(s) in every single class sans capitals with arguably more best in class overall than amarr. Amarr is great too at the high support skill level you have now(especially the bs) but I think you will have moar fun flying minmatar.

Minmatar are better now (although its taking people time to catch on), and give you access to the incredibly OP angel ships if you like flying expensive things, but, amarr are an easier/more efficient crosstrain from gallente.
In your position, I'd crosstrain minmatar if you fly mainly battlecruisers or smaller, and amarr if you fly mainly battleships and caps. Or heck, do both: getting small guns/frigate V for the frigates and then medium guns V for the t1 cruisers/battlecruisers takes very little SP and opens up a lot of choice.

This. Amarr isnt fotm anymore. And gallente + minnie will give you some nice fotm possibilities. If you dont chase fotm amarr have some interesting ships.

i wasn't looking for a FOTM ship, i was looking to have minimal skill training to get into a Command ship that isn't completely useless.

If your aim is a good command ship, then both Amarr and Minmatar have great command ships. No wrong choice there.
