I would like to prepare myself for some pvp in the near future. I'm currently playing with 3 friends and we're only doing missions. We have a hangar in a 0.8 system where we collect all our loot and equipment. I'm at 1.900 SP flying a BC. The others are at 12.000 SP, 1.500 SP and 400-500 SP. I was thinking of establishing a second base in the nearest 0.4 system, about 9 jumps away and just 2 jumps from a 0.0 system. Just in case if my security status drops and I can't enter our main hangar and my current agent. The thing is, I don't know if the whole group want's to do pvp (two of us are up for it right now). We were thinking of using cruisers just to get to know the basics. Any comments on the tactic?

Establishing a base in low sec sounds like overkill, and would present a problem if you are camped in. If you really want to do it, make sure to have an insta-warp BM that works and chose a good station. You can make an insta-undock by undocking in an mwd fitted frigate, activating the mwd, waiting until you are 150km+ (probably more like 500km is a good idea) from the station and bookmarking. Now, you can warp to this bookmark right as you undock, meaning you have a good chance of escaping station camps at your chosen station.
Expect to lose ships. In fact, every ship you head out pvping in will probably die at some point and you might as well just consider it lost from the get go. Fit cheaply in the beginning - as long as your fit decent, the quality of the actual mods makes little difference. Whenever you fight, try to figure out why it had the outcome that it had and if you could have swayed it more into your favor.

I'd suggest you start with frigates and have at least one of you train probing skills to catch people doing missions/plexes or idling at safespots. You can use a T1 frig with probing bonus for starters. -----

Should I do this at a station in 0.0 or would it be easier to start out in lowsec?
What do you define as a good station?

So I should start out in a frigate with a cheap fit? Should I expect to lose for instance 5 or 10 frigates in the beginning as part of the learning process or is a cheap fitted frigate something to grow in and win battles in when gaining more experience? For how long did you fly frigates before flying something bigger or more expensive?

You've brought up quite a few things here, so I'll just comment on this bit:

Before you do anything, you need to find out how many people want to take part. If the third and fourth guys in your group don't want to PvP, then you'll have to work with two. (You can ask people to do stuff in EVE, but never force them) To be honest, I find that two is generally a good number; one tackles and one kills. I've used this idea with 2x Frigate, 1x Bomber 1x Interceptor, 2x AF, 1x AF 1x Interceptor, 1x Frigate 1x Cruiser and the list goes on.

Okay, let's say that 3 of us wants to try pvp, or maybe all 4. Would it be a good idea to start out with 1 tackle frigate and 3x fighter frigates or what should the ratio be?

Consider 1x Tackle 2x DPS or 2x Tackle 2x DPS. Also, most people will freak out if they see 4 pilots in the same system, so send one or two ahead to scout and tackle and then jump the rest of the gang in to kill.

get 4 rifters. put warp disruptor on 2, warp scrambler on 1, webs on 1.

What about destroyers? Are they an option or are their signature radius more like cruisers but with weaker defence, hence easier to loose?

A group of destroyers could be good fun. Low-sec is probably the best place to start. Be prepared for security status hit, but if you do not pod people it will slow down the process(though not nearly as fun).
I would say fit out anything cruiser and below. It will up your target selection and if you have enough isk for a bunch of cruisers then go for it. Just T1 fit them. Cruisers at least allow for slower reaction time. In a frigate you melt fast, but if there are a few of you it will even the odds.
If you are in cruisers too you can gank soft targets at gates and get out before the sentries kill your ships, but that will take a little finesse and some fleetmates.
You only need one person to PvP, so if nobody wants to do it with you then just head out on your own.

Try FW or RvB. Lots of noobs, action, and even occasional minor handholding.
