You can offline/online the remote repper for your drones if they take any armour damage after a fight. Similarly, if you get a faction NPC, offline the augmentor and online the salvager 
you could also go for one purger rig and one sentry damage rig...

Tanking an Ishtar for kin/them is trivial. Tanking for EM/therm.... Not so much.
Here's my five minute experimental fit:

Other drones to taste, obviously. The kinetic resist is still higher than EM. Cap stable without the salvager/tractor running.
But meh. Six slots for cap really bugs me. I'm sure someone can do better.
Edit: The Gila actually does this better, much to my surprise. Go figure.

Doing Sansha Anom's or Plex's eh?
Ishtar shines at this.. (also what I use)
My fit is similar to Zhilias' above. Double medium rep, small guns to take out the frigs (not really needed as sentry's mow anything down since they have no transversal in approaching you), ~90 resists on em\therm, utilty highs.. ~500 dps... everything perma runs... has it all really..
Passive fits are nice, but if your speed tanking a plex, you don't need (IMO) the added sig bloom from the extenders (as it's the missiles that will do the damage to you) - you can tank Sanctums and most plex's with a bit of experience..
Drop a can with 1 unit of ammo and orbit at 5-6k with AB on.. negates all the non missile BS damage completely. Oh, I use Curator II's, since they have a better optimal (42km instead of 25km). I like to land at 50 and work from there.
Mine has a cloak too I think..
