Hi, I'm here to talk about the creation and management of local system markets. I have found a system with a good well used lvl 4 agent and literally no market!!! First thing in my takeover plan is to get ammo production running to keep those mission runners locked and loaded. Next I will begin equipment and t1 ship production lines, and establish a POS in system for BP researching and production. You can make a nice profit in that kind of situation if you're not too close to a trade hub. Have fun.

FYI, lowsec does not equal "well used l4 agent" 
If you're in highsec you've just opened your niche market up to pure abuse by the rest of us. ----- Regarding high-sec mining:

Your better off using an alt when posting about a juicy system you found, otherwise people will just run locators on you.
As far as your question: -Ammo and drones are a good place to start. -Set up low-ball buy orders on mission loot ('arbalest' launchers and the like) -Simply resell them at the mission hub, if people don't buy then haul to a trade hub. -Once the isk starts rolling in, setup an invention POS and start providing the good stuff to the locals.

EVE has been around for a while ;) and if there is no market in a well-used system there's probably a reason for that. Try to find that reason and see if you can exploit that. Ammo selling and loot buying is a good way to find out a bit more, and it does not hurt much if something goes wrong.
If the system is in low-sec you can bet that the mission runners supply themselves, either with regular supply runs or because they produce the gear they need. You can make good money if the first thing is going on, if they self-supply you might be able to make a profit with good building skills. Also check if all MRs are from the same corp. If they are chances are high they have an industrialist building for them already and will not buy from you.
