Im in ubuntu 9.10 with wine 1.1.31.
How do i enable vsync? im getting 300+ fps, the tearing is so bad that eve is unplayable.

check your videodrivers. But if the high fps is causing the tearing, I think I'd try renicing instead.

High rendering framerates occur when render sync'ing is not being employed.
Display tearing is a separate issue from rendering framerate. There is a few ways the 3D buffers and framebuffer can be arranged but tearing basically happens when updates to the framebuffer occur during the display time. There is non-display time that can be (and normally is) used to change the display apparently all at once, giving a crisp update that doesn't tear.
Some places of failure:
- The GPU needs an IRQ allocated to supply the vsync notification back to the driver. This should be automatic and may be listed info in the GPU settings program.
- The driver has to actually make use of the feature. It's possible that when "Flipping" setting is not enabled then the driver may fall back to not using vsync in any way.
- Beyond those two traditional possibilities there is also a possible issue with modern LCDs. They all have built-in scan converter hardware that under non-ideal circumstances has to deal with both resolution and video framerate conversion. In the case of framerate, it's possible it might create tearing within the monitor's framebuffer.

If you're using an nvidia card with the propiarity drivers then try the following:
$ nvidia-settings
On the left select "OpenGL Settings" and make sure the checkbox "Sync to VBlank" is ticked, the vsync options in EVE itself have no effect afaik so you could set that to Immediate (make sure you have advanced video settings ticked in eve).
Hope that helps, also I reccommend you turn on TripleBuffering = "True" in your xorg.conf.
