The Scorp is a great ship, as long as its employed properly. If employed improperly, its merely a target. IMO, it can only be properly employed in two configurations: 1 is a cruise variant used at pretty much any range, but its only suitable for small gangs. In fleet fights it automatically becomes the primary and dies instantly:

This fit with a full set of Centurions can get you a 180km optimal jamming range. Jam strength is somewhat low though. Decent tank.

Personally though, unlike most of EvE, I believe the Scorpion should be shield tanked, using fewer jammers, but since the low slots are free of an armor tank, Sig Amps can help this ship be the jamming force it should be.

Better tank, better jam strength. The high slots on the Scorp are really a grab bag depending on the situation. Shield x-fers, remote armor reppers, neuts, etc. can be fit as you want. Weaps should either be cruise for utility or torps for short range. And, if you're operating in low-sec exclusively, you could invest in the centurion implants to get some extreme jamming ranges. With projector rigs and centurions, you can get over 200km optimal jam range. There's a lot of flexibility with this boat. The main choice is whether you want more jammers, less jam strength with armor tank, or fewer jammers, more jam strength, and shield tanked.
