I have a question about the -3ME decryptors (Sacred Manifesto, Engagement Plan, User Manual, and Operation Handbook.)
Evelopedia says the run modifier is +1 but chruker says it is +2.
Which one is it?
While I'm at it, the last row of the tables (-5ME) also differ (+3 vs +4 runs.)

The numbers from Chruker's site jive with my experience and the database provided values. Looking at the discussion page for that Evelopedia entry, the values were changed without explanation by an ISD member. I went ahead and corrected them back to the published database numbers for now.

Looks like Ruziel fixed it already, Evelopedia runs are matching Chrukers site and the official database dump again. ;]
Just to clarify a point which might be confusing to people that haven't dealt with decryptors yet:
Both sites show the correct data for ME and PE values, but in a different way.
Evelopedia: shows the raw modifier, to be applied to the base -4 ME / -4 PE values.
Chrukers site: shows the final value, already including the raw modifier.
So for the 1.0 probability-decryptors:
Evelopedia shows ME +1, PE +4 --> ME -4+1 = ME -3, PE -4+4 = PE 0.
Chrukers site shows ME -3, PE 0 --> these are the final values after a successful invention with that decryptor.

Just to clarify, there are two pages on Chrucker's site realated to Invention and Decryptors.
http://games.chruker.dk/eve_online/invention.php Which shows the raw decryptor modifiers
http://games.chruker.dk/eve_online/invention_chance.php which shows the final chance and modifiers applied to the raw -4/-4
