I can fly min up to BS ( bs only lvl 3) and caldari up to bc. i currently do lvl 4 missions in a drake. i dont have access to tech 2 ships yet. Any suggestions as to what ship i should start pvp in. money not really an issue. My aurocannon & artillery skills are tech 2 up to but not including large.

I'd say Drake. If money was an issue, I'd suggest something a bit cheaper. However, the Drake is a sturdy SOB and they cost so little that losing them wont hurt much.
As for fitting, you better have someone else suggest fits. But a good idea is to mention what kind of PvP you will be engaging in. Primarily how many people will be flying with you, and what kind of ships they have.

If you're in a corp that does some organised roams it would be a good idea to ask them whet they usually fly and roll with them for a while. If you want to go solo however, Rifter's seem to be the ship of choice. There's lots of pirate guides and nearly all of them recommend the Rifter. Wensley's a great guy, awesome Rifter pilot and did a guide (http://www.rifterdrifter.com/rifter-pvp-guide/)so I'd recommend that. Also go on youtube and find some videos on using directional scanner and after a few tries and a few deaths you should be able to start getting the hang of it.
One last thing, piracy isn't the fast-past 23/7 action where people are always shooting each other and camping gates like most new players seem to expect. It could take hours to find a target and even then they might still be able to kill you. But with experience you should be able to find targets far easier. So good luck, have fun, etc etc.

the only real way to 'learn to pvp' is to start with frigs (like CCP intended), fly them around for a month or two while you train up t2 fittings for it, and good secondary skills.
then grab a cruiser and repeat, then a BC, then a BS then decide you hate/love BS and then train up t2 hulls or capitals.
that whole process will probably take the better part of a year, however if you do it that way you will come out the other side a formidable (in skills) and skilled (in piloting) pilot. Hopefully also by that time also you have the income to risk a BS or t2 hull in pvp without getting ****ed off about losing it.
now that was general advice, and I'd encourage you to follow it. The fact that you didn't know it in the first place implies the character is bought/spent its whole life so far running mission in highsec. Never the less, i find the skills you develop flying each hull in turn apply to the next hull size as well. So srsly take your time, start off slow, maybe join a respectable PVP corp in empire and have some one there give you more in depth advice about fittings and individual tactical situations. (and don't be afraid to solo!)

Fly the rifter till the point where you have a good grasp on PVP, and then fly the Hurricane. I'd stay out battleships till you can T2 fit the guns.
