Signup Dates & Procedure
Signups will open shortly after downtime on 12/04/10 and will close at downtime on 23/04/10
Signup will be via the signup page in the Alliance Tournament section of www.eveonline.com
Only the alliance executor may sign up a team.
ALL teams, regardless of whether you are pre-qualified, intend to take place in slot auctions, simply want to enter the draw, MUST sign up and pay the signup fee.
A signup fee of 2 billion ISK (non refundable) must be deposited in the wallet of the character 'CCP Alliance Tournament' and the reason for deposit must be '<your alliance full name> Entry Fee'. This must be done before signups end. The fee may be paid by any character.
Incorrectly formatted entries or unpaid/late signup fees will void your entry!
Slot Auctions Dates & Entry
Slot Auctions will take place at 2000 UTC (Eve Server Time) on 24/04/10 and 1300 UTC on 25/04/10. During each auction, 8 slots will be open for bidding as 8 seperate 'lots'.
If you wish to take place in the auctions, the character that will represent you must send 100 million ISK (non refundable) to 'CCP Claw' (note: NOT CCP Alliance Tournament) and the reason for deposit must be '<your alliance full name> Auction Fee'. This deposit will be considered your auction entry. The deadline for this entry is downtime on 23/04/10.
Slot Auctions Procedure
Registered bidders may choose to take part in some, all or none of the auctions. Bidders may not take part in any auction after they have won an auction.
The auctions will take place in an open, moderated channel. Spectators are welcome but only registered bidders will be given speaking privileges. Disruptive bidders may be removed and banned from bidding. Channels will be announced on the forums after signups close.
The opening bid will be 1 billion ISK with minimum increments of 100 million ISK. The auctioneer may change increments if he deems neccessary.
Bidders bid by typing their desired bid into the channel. Bidders continue bidding until the auctioneer accepts a bid in the channel as the current high bid.
When the auctioneer accepts a bid in the channel, bidding will continue from that point. If a higher than accepted bid has already been typed into the channel whilst the auctioneer is accepting a previous bid, then that bid must be repeated.
When the auctioneer is satisfied that there are no more bids, bidding will be closed.
All bids must be settled with the auctioneer immediately after the close of the auction. Any bids that are not settled within 10 minutes will be considered invalid, and the auctioneer will contact the next lowest auction participant who bidded. Bidders who did not honour a bid will also not be entered into the tournament random draw and will lose their tournament entry fee.
This process will be repeated for each of the 8 slots available on each day.
The auctioneer's decision is final in all matters, including the order in which bids are made and received. We suggest that your bidder has good micro.
Team Captains
All correspondence regarding the tournament will be made via the team captain, and correspondence will only be accepted from this captain or the alliance executor.
To change team captain, the alliance executor or current team captain must send an Evemail to 'CCP Alliance Tournament' naming the alliance's new team captain.
Flagships
Flagship designs must be submitted as per the rules, via evemail, to CCP Alliance Tournament before downtime on 03/06/10. After this time they may not be changed. (This supersedes the date on the rules page, soon to be altered)
Flasgship designs will be published in the Alliance Tournament section of www.eveonline.com after downtime on 04/06/10.

Very nice to see the auctions will be public. A few questions.
I get from your post that the random draw will take place after the auctions, when will the random draw take place? If a pre-qualified team does not wish to participate does that slot become an auction slot or a random draw slot? If the 64 teams are picked and then one of them drops out (has happened before iirc) does that slot go to auction or is there a reserve list?
Looks like it'll be a great tournament this year!

OK so explain to me if i understand this right.
Based on the format details link .. and the text stated above. 16 slots are for the pre-qualified from the last tournament, 16 will be sold off to highest bidders.. and then the rest are picked out of those that want to test there luck..from a hat so to speak
so total cost would be..
Pre-qualified = 2 bill (sign up fee)
Auctions = 2 bill (sign up fee) + 100m (auction fee) + what ever they bid for a slot
Testing there luck = 2 bill ( sign up fee) and hope for the best?
So either way you will be paying up at least 2 bill just to have a chance at getting in to the games. So 100 alliances for example sign up.. 200billion deposited but only 64 will be chosen. those unlucky 36 alliances are all out 2bill correct?

A few things i would like to point at however.
Lets assume 100 Signups for the tournament. Aside of what the auction itself will yield, that would be 200 Billion ISK alone.
No Offense to anyone at CCP, but i do hope a Internal Affairs person at CCP has an eye at the proper handling (deletion) of the non refundable ISK sums coming together here. Dont like the thought of that ending up on someones private alt account if you get my drift.
Finally, may i suggest that you include a backup team captain in the signup forms right off the bat?
In case a team captain cant make it to the assigned time/date on short notice.(power outage, wife aggro, etc, take your pick)
Would be a shame if a team gets locked out cause they are not allowed to assign a new leader on short notice.
So yea, backup team captain inclusion might be handy.

The way it has worked in the past is that if you did not get a spot you got refunded your entry fee. Not sure if you will get the 100m auction fee back but 100m should be peanuts to most alliances

Which is an interesting definition of "non-refundable". Claw should have said "Non-refundable to teams awarded a tournament slot" if that was the intention.
Under the system stated in the OP it will be 2bil + 100mil + 1bil (the min auction bid) for a successful auction slot and 2bil +100mil for a failed attempt at bidding. This also applies to the random draw, it is now a 2 bil lottery ticket...
I think the system suggested by the CSM was better, but then I am biased

I was asking about the 2 bil. 100m is peanuts, but 2 bil is enough that it'd be annoying to get charged it and not even be able to compete.

Next time it might be fun to create 16 "alliance tournament entry token" objects and create 16 auctions using the contract system (have them staggered to end 1 hour 20 minutes apart to be fairer on the timezones if you want)...
Imagine the bidding and trading that could go on over those objects before people "cash them in" to actually get their slot.

I suppose we're just waiting for CCP Claw to let us know what channel it is, or perhaps he might pull each captain into the channel at the time of the auction or mail us in-game about the name of it.

An up date on what is happening would be greatly appreciated by your PAYING CUSTOMER BASE. All we have heard or seen posted is that there were not enough sign ups to hold the auction and maybe not enough to hold the full tournament. Re-open sign ups if that is the cast and let people know and you will find you get the teams that you need. A lot of alliances didn't sign up because they felt their pockets weren't deep enough to compete with atlas or MM in a bidding war for a slot they had already paid 2 bill for.
