Unfortunately you can't or repackage them, once they burn up there gone for good.

That, I'm not sure, only have lvl 1 small laser for my ishtar, because I wanted ammoless weapon to pick up aggro and did not want to fit a civ weapon.
if no one answers the question, the best way maybe would be to jump on sisi and shoot something X numbers of times(100+ I'd say) and then check how much "damage" those crystals have on them)

iirc t2 last 4000 shots whilst faction last 8000 shots with some small varience due to the damage formula used.

For Tech II crystals approx 1000 shots: each shot has a 10% chance of doing 1% damage to the crystal.
For Faction crystals exactly 4000 shots: each shot always deals 0.025% damage to the crystal.
