I like to do my ratting/plexing in an Ishtar being drone based with the slots as follows:
10mm AB II 4x Cap recharger II Armor Thermic hardener II, Kinetic Hardener II, 2x Medium Armor repper II and a nono adaptive II
my dps is either 5 hobs, 5 ogres, or 5 hammerheads.
Can this fight off a Vaga?

No way in hell.
For one, you're packing an AFTERBURNER. Two, that hole in your explosive resist will result in very large painful holes being made into your armor. Three, Gallente drones (even the small ones) are not fast enough to catch a Vagabond (even one that is running JUST an afterburner). Four, even if you packed Warrior IIs (as you ALWAYS should) they wouldn't be able to do more than scratch the Vagabond's shields and would eaten ALIVE by the Vaga's insane turret tracking.
That said, here's some constructive advice: Keep a set of Garde IIs in your drone bay and fit a web/scram. When you see a Vagabond, stop, pop your sentries out, orbit them, and HOPE that Vaga pilot dumb enough to get close so you can apply your web/scram. DO NOT chase him if he runs away, especially if doing so takes you away from your drone's optimal range. Bear in mind that this is not a foolproof method. Your best bet is to simply warp away as you see him. The Vaga is one of those few ships that you need a bit of help taking down unless you are well prepared.

Massive explosive hole is massive. And hey look, Vaga does Explosive damage with both Barrage and RF Fusion. And you would barely scratch his shields before he tore through your non-existent buffer.

Critics that he is fitting an AB are STUPID on this case.
Even if he had an MWD would be EXACTLY same difficulty for a vaga to outrun him...

True. And you'd be stupid to attempt to chase down a Vaga in an Ishtar.
But a MWD does give you an advantage in small bursts... especially when you're trying to GFTO. Frankly, and I truly believe in this, if you are not packing a MWD in low/null sec then you are asking to be popped. _______________________

It was a sad day for all the vaga pilots though when they nerfed the nano. Not so much because the vaga got slower, but people stopped flying those ridiculous shield tanked nano ishtars that had become our primary sustenance at that point :P

You would not survive against any remotely competent vaga pilot with that fit.
He would have to load phased plasma and shoot at your high thermal resist then stand still while your drones beat on him. In your situation, I think carrying ec-300's is a better bet if you just want to escape anyway.
Ratting in a HAC means you should be able to align out and warp to a safe location before getting belt tackled in the first place, so I don't rellly think your approach is a good one. Just don't be there when he lands.
Even a Ishtar fit specifically to kill a Vaga (dual web, scram, EXP hold filled) will struggle to get in overheated web range. Without the tackle, light drones will take far too long to force a vaga off field. You want to ensnare him then drop heavies.
If you want to bait and kill vagabonds between belt spawns (assuming you fly Gallente) then the Domi would be a better choice. 2x heavy neuts, fit mwd, fit dual web + scram and hope you get a chance to overload your tackle on his ass. You can also try to score some hits with sentries to force him off field if getting a web isn't working out, but you should end up faster than him if you can cap him out (mwd bs > no mwd vaga).

Can you not shield tank your Ishtar for a massive DPS tank, this is realistic as it can go and do lvl5s so i'm talking figures of 2000+ DPS tank.
Go check it out in EFT you'll see im right.
However I will say listen to these guys who know about a vaga as I've no idea on that ships stats.

Problem with this idea is to get those numbers with a passive shield tank, you're going to be tanking for 1 or 2 damage types, leaving you wide open for the others.
Also most Vaga's fit one medium neut, and as a passive shield tank ****s your cap recharge, your hardeners are going to go offline, leaving you pretty much deadmeat.
And if you're using Resist Amps, (or even active hardeners) you're not going to manage to get a 2k DPS omni tank ------------------------

The only way I could see you beating him (and not with that fit) is if you play the warp around system game and land on top of each other to apply your warp scrambler. He cannot dictate range at that point (providing you also have a web).
You WILL need a cap booster to keep the reppers running against the med neut. At this point it becomes a dps race. You will want to use either Wasps (better against his shields), or beserkers (almost as good as wasps at shields and better against armor.

i love flying the vaga anhd i love the ishtar to.
while flying the vaga i have run into pilots that know how to effectively ruin my day. first off turn that afterburner on any speed added to your movemnet means less dmg done and possible miss's on you.
now if your in a asteroid belt move over to the asteroids. Get him as close to them as possible worst thing for him to do is to bump into them. try not to get cought in the asteroids and get stuck but do go through them. his orbit will be anywhere from 15km to 28km depending if he has a faction warp diruptor or not.
most vaga pilot that have a long history flying the ship will probably dish out a strong case of rapage and there is nothing you can do about it.
but some sentry drones the aseriods in belt and you moving through and around them is your best bet your objective is not to kill him but to fend him off make him loose point for you to warp away or for him to warp aaway.

If its Gurista/Serpentis why aren't u omni tanking? your inherent resist enables you to omni tank. Also I pvp in my ishtar and to me, armor tank is fail, as is heavy drones. Try ratting with shield tank/nano/sentry rig setup with a MWD and a omni directional, and ofc... a point. Vaga warps in chuck out some bouncers, enjoy 75k or so optimal w/ 42k falloff hitting him with his secondary damage hole. Obviously you'll have to help the bouncers by maneuvering your boat as such as to put the vaga in low transversal vectors to your sentries. Follow this and worst case scenario is he bugs out. If he trys to get cute and sit on the bouncers move in and chuck out gardes or just leave. I am a vaga pilot and I agree with the opinions expressed here especially the one about going into the asteroid belt lol there is no way I would chase anyone in there and mess up my orbit range and speed. To kill a ship in there I would have to do a close orbit which would put me in web range and thats a big no no unless your in structure and my shield buffer is 40% or more.
If your going to fight a vaga have a buddy in a cloaked Rapier to help out.

edit: leave alt cloaked in plex so it doesn't despawn if you plexing.

You will die horribly like everyone else has said + your ishtar is complete fail. Duel rep? No MWD? No Omni Directionals?.....
I have been ratting in an ishtar for a long time and I have never ever ever had to duel rep fit it, single rep +specific hardeners gets you 450dps tank, if anything that is overkill when you take the AB into effect.
Just seriously avoid Vagabonds, Cynabals as well, hell even avoid a dramiel.

As far as ratting goes, you should have no trouble with a standard pvp fit Ishtar there. If Vagabond attacks you, drop sentries and just sit pretty while they tear him apart, he'll have to disengage before you even start getting into trouble.
For plexing, how would he catch you in the first place if you are moving away from the entry beacon and are aligned?
