I've heard two very different opinions on this subject in the last while. The first says that a player has to decide to be a pirate on day one, no later, and train accordingly.
The other implies that anybody with the right amount of ISK and modules can start flipping cans and generally ****ing people off for a profit, with minimal time invested.
I've seen evidence that supports both. Interested in what everybody else thinks.

just to summarise my feelings on this lol =
have you tried mining or doing missions or something? u do realise when u do pirating that you are prolly makin someone quite sad by destroying there stuff

everyone can be a pirat at any given time, the problem is doing so and have success or even survive it :-)

this is the point of course. pirating is about the money people. its about the carebear tears. knowing you have made some poor sad fool cry over a game. and yes i did torture kittens as a child. their screams were oh so smoothing.

I couldn't, I'm too good natured. I'd feel guilty for making somebody's gametime unpleasant, and if I ever blew up somebody's stuff without having a good reason I'd feel obliged to pay for the damage.
So no, not anybody can be a pirate.

Pirates are failed LARPers who can't really cut it being a bad ass.
The mission pirate: Pirate: I am ransoming this mission item for 50 million isk. Missionrunner: Suck an Iteron V. *cancels mission after collecting bounties, takes small faction hit and moves on*
The scanner pirate: (Logit Probit fits this one ) Pirate: *scans out mission runner, flips can, turns red, sits there waiting for non-consent pvp to start in his T3* Missionrunner: *rolls eyes, pops wrecks, finishes mission, collects bounties, moves on*
Its a state of mind. Real pirates don't ask, they just take. Blow up ships and collect the loot with ganks, they don't care what happens. You wish you could get -11 secstatus and then ***** about using neutral alts to move ships into lowsec. Those are real pirates, because EVE doesn't have mechanics to support honorable ransoms (outside internet honor ) and protecting your precious expensive ships in highsec when you want to shoot stuff with impunity, regulating you to T1 fully insured hulls that have very little loss when they blow up in low/null or to concord without wardecs.

being a pirate means killing a smaller ship with a bigger ship, taking a bigger gang to take out smaller gang. Hardcore pirates may work solo, but their only goal is to destroy the victim by all means, ignoring any honest practices.
Pirates will not be ashamed to use neutral scouts as baits or even call for remote rep help. Main goal of a pirate is strip victim's ship of expensive modules, rarely quality cargo. Pirates will not hesitate to attack hi deadspace fitted battleships for ratting, by tricking into aggression or attempt to destroy one before concord comes.
Pirates do not usually roam in search of targets, they more often protect their territory and have claims towards pilots caught in their space. Often pirates will scramble the victim and ask for a ransom. Certain pilots honor ransoms, others not so much. Many pilots try to maintain borderline safe security rating in order to be able to enter hi sec. All pilots demonstrate their killmails and bounties placed on them as part of their in-house collection

Being a pirate is where the fun is in this game! And in Rancer particularily! I would advice every pirate to visit this place for some light entertainment. This the place for some good laugh!

No, not just anyone can be a pirate.
In order to be a pirate you have to be smarter than 99% of all Eve players. Pirates are a rare and select breed of player that are beyond the comprehension of most other lesser players. You'll be able to verify this by examining the number of players with security status below -5 when compared to the security status of the rest of the Eve population.
Most people are incapable of being a pirate because they lack the balls to take responsibility for their own direction in the game and make their own way. Others are simply mentally incompetent and only suited for mining duties or running missions.
Some are simply too stupid to know what the differences are between highsec and lowsec and quickly leave Eve for another simpler, easier game like WoW. The majority of non-pirates tend to hide in highsec however.
A few players try to attain the much coveted title of "pirate" and long for that esteemed lifestyle only to find out they don't have what it takes. These players usually find themselves in a 0.0 alliance where they repeatedly throw themselves at enemy fleets like so many sheep at the behest of a few without realizing their dreams of glory and renown.
Being a pirate is the ultimate expression of what it is to be cool in Eve. Everything else is a far second.
So no, not everyone can be a pirate. But if you put forth the effort maybe one day someone might call you one. That's how you know you've made it.

The only 'skills' specific to piracy relate to judging when, and how much to ransom for and dealing with outlaw status. Everything else is just pvp. There's nothing to say that you even need to ransom, although that's generally where the money is unless you have the ability to hunt down faction fitted idiots on a regular basis.
You can start this at any time; of course coming out of it requires either significant belt ratting, or going to live in 0.0

If you have no remorse taking someone's can, then it's for you. No remorse killing someone for no reason whatsoever, then it's for you. If you can lure clueless people into traps and feel nothing, then it's for you. Have fun. ________________________

Pirating is a terrible way to make money in EVE. People pirate to prove that you can dominate someone against that persons wishes.
Of course the game would suck and be boring if we didnt have a--holes. So Im glad we have pirates.
On a separate note flying around 0.0 and even some parts of low sec looking for fights isnt pirating.

This really, parhaps add some (if applicable) pirate RP but that's about it. Piracy has nothing to do with being -10, being in low sec or whatever.
If you kill for profit or ransom people you're a pirate. If you pop ppl then you're probably a PVPer. Not that the distiction matters in any way.
