I can imagine that a particular deposit, lets say Carbon, will be centrally counted and run out quicker the more players that 'extract' it - kind of like an asteroid? At least I hope it works like that at some basic level.
I obviously cannot see other player's structures on the planet or territories. I do not know if these are being added now, before Tyrannis or as part of the Dust update but there does not appear to be any 'Howdy neighbour' or 'Oi! Get off my lawn' going on yet.
So, this begs the question: how does one compete over the planetary resources? Is the current aim merely to such the planet dry before anyone else does or blast them out of space to prevent them getting their greedy hands on your stuffs?

You should be able to see his space hangar, if he has one anchored, I guess. He might use transport rockets, though. CCP has said they planned the planet installations affection your neighbor (polution and stuff, even trade and so on). what it will be like in the end, not Even CCP might know.

Pretty much this, I guess. But since PI replaces a lot (if not all) NPC goods, we will not be able to fight for those resources, before the supply and the market are solid enough to not break down as soon as fighting is allowed.

With the new SiSi patch, you now CAN see the PINs of other people working the same planet.

Which patch is that? I was playing it today and could not see the pins.

I don't think planet resources deplete or move. I think as a player is actively mining a spot, this spot will show less resource available on the scan heat map. When that player release it's mining, the resource map is restored to it's default value.
I haven't checked for that idea at all thought.

It would be nice if there was some kind of competitiveness. Not necessarily combat but something to keep the player-vs-player aspect of the game up.

Other than price? Even if combat is not allowed in Empire, then logging in every 6 hours to manage your farms on remote planets certainly has a PvP aspect to it when you find 100,000 other people are doing the same products/planets and your're making 20k per hour.
My guess is doing the right products in the right place will be dramatically different than the wrong product in the wrong place; where right and wrong is determined by the market i.e. what other players have done.

Yeah true. The ol' supply and demand will certainly play it's part. Like you say, I think there will be some lucrative areas (probably low-sec).
