Are there any viable tactics to counter this Do not care about whether tactic is fair or lacks honor, as far as I am concerned all things are fair when it comes to war . Just would like to know the best tactic or tactics to counter this strategy

Its not that easy to counter really, only good options are ECM ships and having more people then they do. More people to either kill the targets despite RR, or to kill RR.
ECM to jam up the RRs.
Or just get your own neut RRs.
Neut RRing is a cheap tactic, and one more reason I dislike empire wars. Its perfectly ok do to so however, but does not mean I have to like it :). The neut RRs are often in NPC corps as well, so that means you can not declare war on them.
Silly mechanincs imo, but what can you do other then just using the tactic yourself or blobbing? :)

Never Been In The Situation, But I For One Hate This Type Of Tactic, As Already Described.
LetĘs Face It, What Pilot Has a Chance Solo Against Another Ship When The Opponent Is Getting RR? In Fact, You Would Be Hard Pressed To Combat It With 2-3 Ships Before They Were Popped (Depending On Ship Types And Fits Of Course). Seeing As Most Reppers Are Way Out 70+ Km From the Action, Do You Make An Effort To Get To The Now Flagged RR Before You Pop, Or Do You Concentrate On The Target, Knowing You Will Pop Before He Will. A Loose - Loose Situation.
My Personal Thought IS CCP Should Make It a Criminal Act (Breaching Of Neutrality Pact) And ConKord The Suckers. End Story. End Argument. End Exploit (For Which It Is) Face It, The Only Ones to Complain Are Those That Use It, So To Those That Do, Please Complain, So That The Rest Of Us Can Take Note Of Who You Are!!

RR ships don't work well if jammed, neuted or sensor-damped.
Assuming it's at long range, fly a couple fast frigates out to it and apply damps. If it wants to carry on repping it then needs to come much closer to your DPS to do so

If it happens on a station use ECM or better yet just leave and let them play with themselves at the station. If its off the station, tackle the RR and kill it. For all intents and purposes it doesn't matter if the person is neutral or not, as soon as he reps you can aggress him so treat it like any other gang you're fighting that has logistics support. Only reason to use neuts is to surprise you into aggressing on a station when you think he's alone and if you fall for it, add the logistics pilots to your address book and set them to red standings so they stand out more and make sure your corp knows about it.

Generally speaking, neutral reppers are wusses. Just target them and pop a volley at them and if on station they'll immediately dock. If off station, just consider them war targets, and make sure to set them negative so you'll know if they're in local in the future. Also, bring your own.

The way to counter this is no different than if a fleet had logistical support. Hell it really isn't that much different than another person in their fleet.
Saying it isn't fair if its a one on one and some one has RR. This is a stupid arguement as it isn't a 1vs1. It's a 2vs1. So now you are complaining that they have more people than you.
Send some one after him, tackle, and kill him. It really isn't that hard I promise.
