Do we have any idea on the numbers for this yet? What is rare now? What isn't? I noticed that I have two terran planets in my class 6 WH now instead of the ice planets that were there, since WH planet rewards are supposed to be greater than normal space, are terran planets more rare now? Can anybody confirm?

the dev have indicated that this seeding on sisi will not be the reseeind they do live
so dont worry about it untill then

so the current planets types in tranq are changing after tyrannis comes out?

All the planet types on Sisi changed on April 27th - and it's expected that CCP will change them again when they rollout the expansion.
(Lots of gas/barren in the systems that I've visited. Lava and temperate are running a distant 3rd/4th.)

It's to avoid issues with certain individuals claiming the best planets on tranquillity before Tyrannis goes live.

Think it is correct.
Also, they should be still playing with distribution as a part of overall balancing. Pretty complex thing I guess.
More, it may have something to do with making planet characteristics more realistic from astrophysical point of view (i.e., no ice planet close to the sun, while temperate one being the most distant). CCP mentioned they even hired some astrophysicist for this.
