what will be the result in fight between dramiel and dictor(sabre) if they fight 1:1 and nobody interfere?
what would be the successful tactics for both ships?

It's in the favour of the Sabre, but a good Dram can kill a not-so-good Sabre. (Though that is the case in a lot of match-ups, isn't it?)
Though, currently I would guess that a solo Sabre pilot is better than a solo Dram pilot on average :P ----------------------------------------------- www.eve-arena.com

Dram can kill sabre easily. You have drones isn't ? Just weak it sabre shields from range before you moving to short range, and u will get big advantage.

You realize those drones are history in a matter of seconds, right? They literally get one-volleyed.
A decently fit Sabre will not have any trouble killing a Dramiel, the problem is rather tackling it and keeping up with it once thats done.
Assuming both ships are flown and fit properly, its one of those situations where one cannot kill the other, but shouldnt get caught either.

This, also the Dram really needs to be outside of scram range to do the drone "softening", so the sabre can just warp away if he sees this happening. If both engage, tackle and commit it really is quite a bit in favour of the Sabre assuming good fits and pilots. ----------------------------------------------- www.eve-arena.com

Sabre has falloff bonus and won't have trouble hitting a MWDing dramiel outside scram range.

Realy ? You tried hit a with small ACs dramiel which orbiting at minimum 20km ? The needed tactics the range keeping for dramiel pilot, the Sabre will try to move short range, but if the Dramiel pilot is experienced won't enable and he will "softening" the Sabre pilot shield with drones from outside. The sabre pilot wont target instantly the drones, and onto he noticed what happen already will be too late for him, because not need too much time just 12-16 sec.
He will lost too mutch shield and before when he trying to run away, the Dramiel will use it scrambler in short range. Dont forget the two ships have almost equal in tank and firepower, minimal advantage at any side, will be fatal for the other one.

So the Dramiel in question has both a disruptor and a scram and the Sabre doesn't have drones on overview and is asleep at the wheel and stuff.

disruptor ? No, this is the most useable fitt:
lows: Micro B66 Core Augmentation Internal Force Field Array I Gyrostabilizer II
meds: 1MN MicroWarpdrive II Coreli C-Type 1MN Afterburner Dark Blood Warp Scrambler Medium Shield Extender II
highs 2x150mm Light AutoCannon II Small Unstable Power Fluctuator I
rigs Small Ancillary Current Router I Small Core Defence Field Extender I Small Anti-EM Screen Reinforcer I
Drones: 4xHobgoblin II or Warrior II
And dont forget kill drones need times most of drones need 2x shot if u have bad luck scratching etc need 3shot. 1 hobgoblin have ~800HP+resists. Sabre full wolley is ~650.
Dont forget 1 wolley need 2.7 second with sabre (200mm AC) if not have gyrostab. Thats over 5sec for kill a drone. If need 3 shots, thats over 8sec. Dramiel have in space 3 drones + one reserve. Over 10-20 sec those drones will do it enough damage. I think Sabre will lost ~30-40% percent of his shield. Thats enough advantage for Dramiel. And other thing if Sabre shot drones and Dramiel go in with good timing will win 2.7 sec within two shots.
Other tactics is light ECM drones against Sabre.

Yes, with a single TE and barrage ammo, 200mm ACs hit the Dramiel fine.

Both flown correctly with T2 fits the dram would lose in a straight up fight but would be stupid to stay in point range that long.
