As the name implies... temporal Wormhole so you can travel to systems that would be 10-15 jumps away...
It would make for very fast trips... also different sizes would require differnt power.. and cpu... range will depend and the size.
Sound cool =P

I doubt the devs have wrote any code on the jump drives yet.

You sure about that? ;) I think you mean "temporary wormhole", as a "temporal wormhole" would imply time travel:
Temporal
"pertaining to time, such as temporal variation (variation over time)"
Time travelling wormholes would be quite impossible in a game like EVE :)

Now you're confusing fiction and fact - I DID say "in a game like EVE", didn't I? The Quafe you're drinking is real and REAL life wormholes CAN be temporal in nature.
If CCP added temporal wormholes into EVE, they'd get an avalanche of complaints; petitions up the ying yang.
In real life, however, people can't petition and there are no Developers or GMs to complain to, so temporal wormholes CAN exist
