Save both links in case you need them, make every attempt to contact the seller to find out what's going on. After you've made a reasonable attempt to contact the seller and you get no response or appropriate action then file a petition with CCP.
Before you go the petition route try to contact the seller first, could have been an honest mistake. |

I contacted the guy right after I found this. As soon as I asked about it he logged off and I never saw from him again. This was yesterday.

Scamming russians speak terribly English. I personally avoid doing business with them at all. They are mostly hacked accounts, or sold for real money in russian eve forums.
Petition it, you will get your ISK back.
CCP should seriosly create a real sale tools.
There should be a tool in account management wich would allow you to put your character into 'sale' mode. It would mean that you couldn't use it then, and its skills and other information would be visible in 'sale page'. And when someone would like to buy it, you could just click 'buy' and the character would be automaticly transferred and ISK send to seller.
Of course there should be sale and auction options, like we have in the contract system.
There also should be a search tool for WTB 'ads', where you could search the character that you like by certain skills.
Right now the character market is based on trust, and it's not good.
