They got force-disbanded earlier this year, and never recovered. After the Long War with BoB, most of them were probably looking for an easy exit out of 0.0 politics and maybe the game too.
Their reincarnation attempt solodrakbansomething went to follow the goon dream of returning to their newbie roots, but discovered after a short while their newbie roots involved getting griefed kicked in the nads. The ones that are left are effectively renters in french space.

Bob gets purged from delve, they come back kill Goons and their allies (though Goons didnt exactly help) currently eating through the North
Goons as well as other recently dead alliances try to recover but fail so hard it is hilarious considering how powerful they claimed to be
PL seem to be the only ones who have recovered nicely and are actually still having fun, SoT and Goons failed due to really bad management, in fact Goons only ever got far in the first place from luck, exploiting, paying RL cash for disbands and mass bluing eden.
Fortunately their demise has only made eve better sadly fail alliances such as blast and own have gained sov
But how does it work when you are routing for PL and IT?

Elitost ops
Goonwaffe
The Executives(lol the ceo and directors are goons and they are in IT)
and the hundreds of random goons in random alliances and corps.
