After concord responding to an incident how long does it take for them to despawn? I've heard some say downtime, others say within minutes to hours and other people say they despawn when they get called to another incident.
Does anybody have any info on it?

Pretty sure its around 2 hours, I think.
TIP: get an alt to shoot something, somewhere else off grid and concord will clear out

Almost 5 hours and they're still there, tried shooting something else in a different part of the system but still havn't cleared off.

In ice belts after a suicide gank I've seen them hang out for over 8 hours.

This. Pretty sure they hang around forever if nothing happens to cause them to warp off.

Try making an off grid point near to the area. The 'closest' concord spawn will respond to an 'incident' or a new one will be generated if none are in system. For a gank with multiple attackers one concord group spawns for each aggressor. You will only be able to shift one spawn at a time though so you may need to be clever with your bookmarks. I once spent about 30 minutes clearing half a dozen spawns from my favourite spot. And people want to nerf this profession .

They stay till downtime or till you shoot someone else in the system more than 150km away. Remember the number of spawns in a system can change from time to time, so sometimes one new crime is unfortunately not enough
