To start off with I'm on a rather low end machine. 340w power supply, 2.8Ghz processor. The video card i have now I have rigged so I can basically do simple mining with 3d-analyze, but I want to do more than mining and praying not to crash lol.
The current card is a Radeon 128MB 9250SE AGP (supports shader 1.4). I did pick up a 256MB x1300 Pro AGP card, but alas the computer wont boot up with that plugged in cause i suppose it draws too much power?
Any thoughts on what i could get that would have around the same power draw as the 9250 and have SM 2.0 or 3.0? or better to just upgrade the power supply and use the x1300?

No idea how much power that card draws, but I know it's been a while since I've seen a 340w power supply, so that may very well be your issue. Given how cheap those things are (relative to some of the new video cards) I'd say upgrade this first. However, it's possible that this still won't fix your problems if the issue with it not working is something else.
It may help if you posted your full system specs, motherboard manufacturer/model especially, computer make/model if it' isn't a home made one, operating system. You know, the usual

Biostar P4M800 pro M7 motherboard. Windows XP. And it was a custom built machine like 5 years ago

If it is infact a power issue and you have a second power supply you could rig it to power your drives or something.

If you still have a motherboard with an AGP slot your PC is quite aged, an upgrade will be imminent.

I would say invest in a power supply. Several reasons.
Power supplies are not meant to provide 100% power of what they are rated. aim for about 70% and you will be ok, anything more will age the power supply quite a bit faster.
I would highly suggest buying a 600+W power supply since it will be more then enough power now, and will be enough to expand in the future. When you upgrade your computer, a new generation power supply (Nvidia GTX200 series or ATI 4000/5000 series card) will be taking much more power then the older cards, due to the sheer processing power and the number of cores on the gpu.
high end ati cards take almost 100W less power then nvidia. (5870 vs gtx295)
also make sure if your card has an external power connector on it, that it is plugged in. some video cards take external power since they can not draw enough from the agp bus. this is pretty standard.

I'd get a new power supply. Head over to Newegg and see what you can find that's in your budget. I strongly recommend Corsair PSUs by personal experience.

Corsair PSUs are the best you can buy. And you WILL want a decent, branded PSU because spending a bit of money on a decent one will avoid it exploding and damaging or destroying all the other components in your machine. This DOES happen.
Aside from this, I recommend an old ATI card, maybe a 4670 like I use. It runs eve perfectly at 1680x1050. Though i'm not sure if they come in AGP.
My dad is still hanging onto an AGP motherboard, and he uses a Geforce 7900GT which he's happy with. Should be great for eve too, though I don't know if they're still sold! -omg-
