Other than the obviously unhelpful fit, I have too considered a few options for this ship. Really (and unfortunately) it is best fitted plated. This is contrary to its speed bonus, but like most black ops ships, its bonuses are just not very helpful.
Other than that it really comes down to preference and a little thinking. MWD tackle injector maybe. Neuts or RR? Should you go full low slot tank (considering the low EHP of most Black Ops) or include a damage mod or two. It can, however, get some pretty nice dps if you fit it correctly.
Personally, I would consider doing something with doing a longer range AC fit and stay around 20km if you can. It's a hard ship to fit in anyway respectable imo.

That's because it's not a direct combat ship... it's a combat SUPPORT ship.
If you do take it into combat, it's usually after bridging over a platoon of other cloaky ships. Moreover, it has little need for a tank as the target should be dead or dying before you jump in. If you DO find yourself needing a tank after you jump in then something has gone horribly, horribly wrong.
So no, that fit isn't unhelpful. Quite the opposite. It plays to the ship's role quite well. _______________________

... dead
so the role of the ship is to deal with dead ships if i understood you right?

Well, I went along the same line as Nerogk Shorn, you can have different use for the ship, like just use it for jumping stuff in, however, you can really make it a strong damage dealer in a black ops gang, you just need to find the good target ( in a safe, agressed on a station, whatever... ) and you jump in a few black ops and gank as fast as you can. For this purpose the ship is great. Here is a suggestion on a fit : Highs : 5 x 650 Dual Repeating Artilleries / Improved cloaking device II / Large Armor Rep Meds : 100mn MWD II / Heavy Cap Booster / Warp Disrupt / Web / Sensor Booster Lows : 2 1600mm Rolled Tungsten / 2 Energized Adaptative / DCU / Gyro Rigs : 3 Trimarks Drones : 5 Heavies / 5 Med ECM
This fit has great damage, good buffer, can remote other black ops, or the cyno if needed ( Large Remote can be swaped for a neut, if going against an active tanking target ) and still move quite fast.

My proposed fit. Can do over 900 DPS with RF EMP L and T2 ogres. Tank however is paperthin compared to the shipcost, so it really would only be worth jumping in hot on smallgang/solo enemies that you are absolutely sure of being able to take on. (and your cloaky buddies better have scramblers/webs/neuts/ecm) __________________________________________________

I suppose I should mention that though the first fit given has a role, it seemed pretty obvious that it wasn't the type of fit the OP was looking for.
If it really should be a combat SUPPORT ship, then maybe they should get rid of it's dual damage bonus and put something that might actually support friendlies. What I really meant was that the ship's bonuses really don't work with any fitting it can field really. The shield fit could work, but that's a risky fit that not many would be willing to field. There are a lot of issues with Black Ops now, imo.

considering the ship's HP, damage capabilities, and whatnot, I would fit it to deal with smaller stuff, since even a BC will be a challenge for any BO, nevermind a battleship (unless you're in a ECM gank torp widow).
that considered, favour hi-tracking weapons and keep a good stock of light and med drones, together with some mobility instead plated buffer tanks (probably resist tanks instead?)
this is more for the 2 direct-damage BO's (panther and redeemer), that can actually do that.
as for the sin, I would use it as a deep-space repair station/makeshift ewar platform (couldn't find any other way to fit it, even considering how flexible the slot layout is), and the widow as a secondary dps/ewar battery. ---

i think anything made for a mountian lion, snow leopard or even a labrador dog - would fit a Panther.

Though I'm not sure how practical it is, this is kind of cool. Never occurred to me to treat it like a nano-Pest, even though it resembles it in bonus and slot layout.
Speedy, ganky, fragile trash can...would be interesting if it weren't so damn expensive for what it does.

Unless you're flying a widow you are looking for the impossible.
