Something I've seen lacking in-game is the ability for low skilled or newer characters group up with random people in fleets to take on missions or complexes. With Incursions, I do love the system reports and the dedicated incursion channel for people looking for fleets. Problem is incursions are pretty tough for low SP characters and ships.
I propose something like a constellation wide incursion by a pirate faction that Concord needs capsuleers to assist. However make the beacons lead to jumpgates that accept frigate/destroyer/cruiser hulls (no T2 ships). With emphasis on small hulls, the difficulty is set to where you'll need at least 3 T2 moduled ships to run and survive. Enemy NPC may not be insta-pop DPS but they'll have Dagan sized tanks where primaries need to be addressed.
Such a proposal could be a sleeper attack where sleepers have gone on the offensive but with smaller ships and scout-like vessels. They've set up bases in pockets of deadspace that only allow small ship hulls to use. At the last room could be a Battleship sized boss. Course a single frigate can't break the tank, thus creates the need for a fleet of frigates. |

Current Incursion staging/scout site provide some of what you might be interested in. The rewards are slim, but overcoming the challenge is reward enough once or twice :)
Of course I would not argue if CCP was to boost scout sites a little, to the point that they were competitive with L3 missions. Day 0 advice for new players: Day 0 Advice for New Players |

What exactly is stopping you from grouping with random people in fleets to take on missions or complexes? |

Why do you want to group with random people?
Join a corp. Do stuff with non-random people. Make friends and get socially invested. It's time to put an end to CCP's war on piracy. Fight your own battles and stop asking CCP to do it for you. |

Because u can do them alone, or if not u need 2-3 chars with some T3 ships. Well the guy has a nice point, it will add lot more interesting stuff for fresh chars if there d be some content (missions, plexes, incursions or whateva) that allow only up to cruiser t1 hull. That will help a lot newcomers into New Eden.

take a bunch of week old characters in crap skilled/fit t1 dps and logi cruisers into level 4s.
problem solved.
now that i think of it, would love to see a small fleet of 3-4 week olds in t1 cruisers trying to clear world's collide or blockade.
edit: there's always wormholes... gather your little nub friends and take a fleet into a c1-c2. you might not just get loot, you might get a gank out of it as well. and if you get ganked in return? eff it, cheap t1 cruisers with cheap meta1-4 mods! Possum's Awesome : Awesome Possum

I'd make scout sites designed to be run by 2-4 people in battlecruisers, and pay out 5 mil or so. Then they'd be something that a handful friends could get together and run for a bit of isk. And it might be enjoyable to run rather than getting into a macharael fleet and listening to some neckbeard bark out orders in a vanguard site.
