Is the ship used by the Concord Police Captain even available to players? I've seen it once in a while in belts, and it looked... interesting. I wouldn't mind having one, but from everything I've seen, they don't seem to be available.

Here's what you do. Go get a faction ship. The pricier the better. Fit it with nice, meta 4 modules.
Get some neutral person to remote repair you. This allows you to shoot them. Shoot them.
After 20 seconds, the ship will be yours!

I got one using a Golem with a full deadspace fit. Almost died to it, but the ship that dropped was worth like 7 bil in a contract when I sold it.

Cept that repping doesn't give kill rights...
I'm not a noob, I just haven't heard if the Concord hulls are available or not.
So they're like Jove space: only there for show (besides an attempt at security).

So they're like Jove space: only there for show (besides an attempt at security).
The CONCORD ships are not available for players to fly or purchase. As they are the ships for the police in EVE Online, they need to have their own unique hull designs
