We have no indication that this conflict will honor any sort of concept of conventional warfare; this is caused by the adoption of an inhumane posture on the part of Sansha's Nation that is utterly indefensible. Until this posture changes, you'll just have to contend with the fact that, during open conflict, an aggressor that commits crimes against the bulk of cluster society will have one less soapbox. Nothing prevents Sansha's Nation representatives from forging ahead and using diplomatic channels. They just can't come to the enemy conference and expect a voice. If that truly strikes you as unreasonable, I've got a cleverly worded war declaration you can use on the Jovians that's yours for a negligible fee.
