Features and idears:
"Would it not be cool if one day this would be part of eve"
or
"Maybe they could do something like this"
Assembly hall:
"I think x needs to be introduced or changed to y because of these
reasons
what are your opinions? Who will support me?"
so one forum is to post/gather idears, the other one is to refine idears and gather support from other players, possibly pushing your idear to the front of the "to be implemented" line

Assembly Hall is completely ignored by CCP and a CSM Forum where you have to present an idea so that the CSM can then demand it from CCP.
Features and Ideas is completely ignored by CCP and is used by the CSM to beef up what they demand from CCP. (As it will have been requested there before anyway.)

Pretty much this, although the 'ideas are ignored' problem may be a result of somewhat low signal to noise ratio.
Hopefully one day in the far future when new forum-software arrives, we can get this organized in more productive way.

It's not "Play through a pre-set story, become stronger, do endgame". Gameplay is open ended, and you make your own story. Unless you're too afraid of 'pvp grief' to do anything relevant |
