Yup, it is possible.
Here is how it is done, kiddies.
Learn networks. I mean from pillar to post. Switches, hubs, routers, fibre, copper, test rigs, terminations, the lot. Leave no part of the network infrastructure untouched by your mastery. Make damned sure you can build a complex, multi-site network from scratch, solo.
Then take up the server side of the house. File servers, data servers, SQL, mail, all of it. Make damned sure you can build them from scratch and then keep them running. That means programming them too.
Now, find yourself that sweet spot of a job where you get to use all that knowledge, with a staff under you.
You are now making in excess of six figures, and you run the store. Kick back, put your feet up, and play EvE all day while your minions do the actual work.
Hey. I never said it was EASY. But it does work, and I'm not the only IT manager out there pulling it off.

Nope.
Upper mgmt is very aware of the situation. As long as things run smooth, the department is left alone.
edit: And any minion stupid enough to try sabotage is bounced out on their ass. Part of knowing what you are doing includes tracking and logging changes in a way that can not be defeated or circumvented.

Actually that's not getting paid to play EVE... As you'd still get paid even if you played Minesweeper...

Better yet. How about you get a security job that pays $15 an hour working the hours of midnight to 8am. All you have to do is monitor security cameras and alarms. While doing that you play EVE for all 8 hours. Works for me.

Hotel night-watchman. As long as the hotel doesn't burn down during the night, the management don't care about what I do. Also, working in the glorious social democratic haven of Scandinavia pays about 25$ an hour.

Unfortunately in a corporate environment nothing ever runs smooth and the department is never left alone and some jack-ass administrator saw you walking down the hall. Then next thing he knew his computer wouldn't turn on. Must of been you fiddling with something making his life harder like you always do because he just wants to get his work done and you had the audacity to walk down the hallway with your tech-smug way. So he calls up your department complaining. You send your minion out to his office. Much to his shagrin you're minion, like the smart-ass all tech people obviously are, found that the power cord was unplugged, plugged it up, problem solved. But, the administrator thought your minion replugged the cord in a way demeaning to him. So the administrator decided to make your life hard and figured, "Hey, if this guy has time to play games, WTH are we paying him for?!?" and you were fired that very same day all for having a department that ran smoothly.

That depends actually. The guys who maintain linux servers tend to do a lot of programing. Maybe it's mostly just scripting but that's still programing.
Our SQL admins are all considered programmers as well.
All that said getting an MBA and learning some technical mumbo jumbo would probably accomplish pretty much the same as the OP suggested. Since generally the guys in management aren't all that technical anyway.

A player in my Corp is stationed in Iraq as a Medevac and has the same thing - one second he'll be there, next second he's offline without warning. .
