This place is heaven for pvp'ers. omg, went up there, haulers dont use BM's, everyone is laxed out on valiums. If i was CA, i would get my arse downt here and get some easy thrills. Just can not believe the total noobdom that is there.

Starting with you questioning why you never got a responce in GQ, reason, probaly everybody was afk (your dealing with empire folk here, people that have played the game one way for a long time, habits die hard)
Reguarding 'closing it down'
There's the touchy ground, what you have at the moment is the pbl council (bunch of experienced empire space nobodys, with zero 0.0 expereince) and the FA obviously.
While ultimately the FA call the shots, you have some crazy ideas coming out from this council (think ideal world crazy ideals), yeah we know that doesn't happen in eve right!
From my understanding based on the FA stand, it's open, flip side you have the pbl council stance.
They do indeed want to close it down. Saftey, security issues, they seem to belive that closing it down will stop the odd 1-3 ca members that have been going around in the area since the dawn of time.
This apprantly being a major problem, losing the odd hauler every few evenings or so. (again the empire spacer thing)
Like i said, these folks realy don't have a clue, i had this all explained to me by a person that influences the pbl council, these are his views. Views held in high reguard, despite the fact he's an agent runner in the empire, and hasn't visited 0.0 space in 12 months after they made npc's a little too tough...
Summary as it stands, the pbl say it's closed.
Wouldn't take much notice personaly though, as proved last night, they ain't up to much.

Says it all? Okay ... but then maybe Tornsoul was just helping these guys get started? Set up their forum space for them, offered server space?
Seriously, the whole puppet thing, while interesting theory, is kinda lame. Either FA controls the space, and its ALL FA, or they don't want to bother, but want still to sponsor neighbors they approve of?
Just because you set arange things favorably at the beginning to your alliance doesn't mean you're necessarily calling all the shots next door. FA, as far as I know, holds no contractural power to disband PBL.
*sighs* But then again, silly me, I forgot, most of these posts like the one above are designed to eliminate the benefit of the doubt and discourage other, more plausible conclusions.
As to PBL, don't know much about them personally, but they seem alright. They get raided by CA, and fight back against CA and allow those neighbors that aren't hostile to with them (Not just Fountain, but FIX, and Stain) to pass through their space and dock at their stations.
Time will tell if they're up to the task of policing their region of space, and I don't think it would be beyond the pale, or illogical, if they occasionally got help from FA.
