Actually, it depends on the corporation, not the station. For example, the Caldari Navy LP store does not have the Caldari Nexus chips. These are the chips you need to include when trading a ship and LP points for a faction ship.
On the other hand, either Deep Core Mining or possibly Expert Distribution does have these chips in their LP store.
Now I'm not saying this is true of the item you are asking about, but I do know that LP stores can differ for each corporation.

It does, and I know. I think you sorta missed what I meant.
Federation Navy does not have omni directionals, however I only checked in Dodixie. I'm fairly certain that LP stores for Federation Navy are the same regardless of station though I've never actually checked if this was true.
However, assuming I was correct I asked for who would have them if not Federation Navy (because they dont). People kept saying federation navy... but its not. Faction war makes more sense.

Chem tech carries them, as does fed intel i believe. Can't speak for other LP stores.
