If I buy a Advanced Command center and want to later upgrade to elite, do I have to decommossion everything and start over or is there an option to upgrade the command center.

There was no option to put an in-place upgrade on a planet in singularity, so i doubt there will be one on tranquility. On singularity you had to decommission the current command center/extractors/etc. then put down your new command center because you can only have one command center per planet. also on singularity, when placing or removing a command center, you have to exit planet mode and re-enter it for the add/delete to appear in planet mode.
Cheers!

Belive it or not its intended that you spend isk to upgrade like that.
your better off leveling up Comand center upgrades first to whatever level you want it to be before putting down your first outpost if your going to be serious about planet mining.

So if you decomission your command center and then go back to add a new one are all your factories and what have you still in place or do you have to start over?

Decommission the CC and your entire colony goes *poff*
So make sure you put down a big enough CC to begin with or it can cost you a lot of extra clicking (and ISK) to get things back after an "upgrade".

Still at least a couple of weeks I think before anyone gets to be able to use Elite CC's.
CCP: THIS FEATURE NEEDS TO BE ADDED!
Reconstructing entire networks is a waste.
All we need is the ability to replace a CC on planet with a higher ranked one in cargo hold of ship in system!
It can take hours working out networks over several planets. Please don't force us who have jumped onto the PI boat to redo everything just for the sake of 2000 MW Powergrid and 4100 tf CPU between Advanced and Elite.
For those late comers and new players who start into PI, making them have to replace the whole network at possibly each level of CC Upgrades skill?
Especially in High-sec where such players may be getting into PI, finding the profit potential from minor resource availability is already slim, that they have to rebuild and pay again for new extractors, processors, storage facilities, launch pads etc....?
That's just plain cruel to your new players.
CCP: THIS FEATURE REALLY NEEDS TO BE ADDED!

12 days for me, very possible much sooner for people with more charisma and with less training of other skills inbetween.
So hurry up CCP

This thread hits the nail on the head!
I've been pondering exactly the same situation. Once we all get level 5 skills we're looking down the barrel of replacing not just the Command Centres but the entire infrastructure that goes with each one. That's a ridiculous concept.
I understand CCP want to make their money selling as much 'game product' as possible, but I think nobody is expecting a 'discount' price to upgrade the Command Centres to Elite, (well speaking for myself really).
All we need is the ability to halt the production cycles, (hell, even lose what's brewing), and replace the Command Centre in question. I wouldn't even mind too much having to relink all the units back together again afterwards seeing as how putting an Elite centre in would spawn expansions to layouts anyway, but having to re-purchase all of the extractors, processors, spaceport thingies ... errr, no!
Perhaps it's an oversight, because I think CCP will actually lose out on a bunch of isk/dollars from all of the Elite centres that won't be purchased, and following on from that, all of the extra extractors, etc., that won't be purchased as we've hit our power limits.
Still, too early to criticise, maybe the Devs will bring out a patch. Thus far I like this new expansion, not as a get rich scheme but to add some interest apart from 'flying' a virtual ship around, and it will undoubtedly spice things up in the not too distant future when the Customs Offices start getting camped.

I just came back to the game after a 1 1/2 year break. Decided to experiment with PI and ran smack dab into the upgrade issue. I wonder if CCP has ever done a renovation on their Corp HQ facility. Did they have to tear down every other department? R&D,Product Development, Production?? I know the game is only loosely base on RL functions and the Command Centre provides the power to sustain the other units, but come on, this should be upgradable. I truely hope this was just an oversight.

ISK sinks ARE good for the game. Having to make decisions about when to upgrade IS good for PI.

Simplistic. A balance of ISK sources and sinks is good for the economy, with a relatively constant money supply.
At the moment the amount of deflation in nearly all sectors suggests they are not in balance. Quite a lot of isk has been removed from the economy.
Consider: ISK sunk from buying up POS modules for recycling. ISK sunk from buying PI goods from NPC for stockpiling. ISK supply lost from insurance balancing. ISK supply lost from NPC Hauling traders. ISK supply lost from demotivated mission runners. ISK spent on PI CC.

A heavy amount of isk sinks have been removed as well
Quote: Consider: ISK sunk from buying up POS modules for recycling. ISK sunk from buying PI goods from NPC for stockpiling.
Honestly, these don't count IMO. These were 1 time events created by players who flocked to the markets hoping to make some isk.
Quote:

These are all intended and basically being used as replacements for the fact that all POS fuel and POS components were NPC sold (isk sinks). Think of the amount of isk players spent on towers, modules and fuel. Now, that isk sink is...command centers, PI skills, and PI planet side costs.
Quote: ISK supply lost from demotivated mission runners.
Got some statistical evidence for this one, or is this just speculation as a result of the loot nerf?
PI CC not being upgradeable without tearing down the entire colony may have been an oversight by CCP, but IMO it is a good one that helps maintain an isk sink.

Why couldnt they have just totalled up the building costs of whats there, and added it to the price of pressing an 'upgrade' button?

Even under worst-case conditions, if you do some research and are at ALL smart about what you're doing with your planets, you can make your entire investment in a planet back (profit, not gross) in a week or less. Believe it or not, you actually DO get faster at laying out planets the more you do it.
In fact, I would go so far as to say that requiring a rebuild of colonies if you upgrade them might even be a blessing in disguise. I know that if I were to rebuild my planets, I would do it differently after having some more experience working with PI. Also, being involved in PI for a couple weeks lets you get a general hold on the trends, and which items are good to build and which are good to buy (such as, ALWAYS build planetary vehicles yourself). If I didn't already have someone chomping at the bit, using more PI mats than I can actually make, I would probably rebuild my colonies even without upgrading them.
That said, having a way to tell a factory "grab all your raw materials from this launchpad" would be a very, very welcome change IMHO. Also, having some way to place multiples of a building without clicking on the button every time.... say, like by holding shift.... like is done in any RTS made in the past 8 years. Hotkeys = win.

I suggest you post this recommendation on the Assembly Hall of the CSM. That way, you have a better chance of getting your point across.

Edited by: Gilliana SilverDrill on 26/07/2010 00:20:53 to upgrade a command center you have to delete and complete rebuild your network and this is intentional. one of the ways eve balances the economy is to charge export fees on PI supplies. deleting and paying to rebuild command centers and charging market taxes to see items. this is required to controll ingame inflation and is intentional.

Sorry, I don't understand that. If I upgrade my computer I'm certainly not throwing away my 27'' flat screen. OK, it's dark and useless during the upgrade but it doesn't vanish.

HAHA, very good point!
As to the main topic, I reicently upgraded 5 colonies from Advanced to Elite and Yes, it was a complete ball-ache!
You have to wind down your production, start removing ectractors and add a few more processors to process your surplus stocks. When decomissioning Processors if you arnt carefull they could be sitting there 80% full of products... that go POOF. Its a massive PITA!
HOWEVER: Rather than just sticking an upgraded CC on my colony, I had the opportunity to learn from my 1st colonies and rebuild them from the ground up. Massivly improving them from what I had before.
