I think I can see a few problems with lotteries where you only pay once you already know you have lost.

The server will go up at 18:00 as planned, but then suffer a series of deady seizures and have to be taken down with the promise it will be back up in an hour. An hour later that time will be extended another hour, after that another hour, and then they'll just say to hell with it and stop giving estimated times. The server will finally be stable after 45 hours of extended maintenance.
