"The load balancing mechanism for missions in Dominion incorrectly prioritized high-load systems over low-load systems when selecting the location for mission objectives. Agents now prefer to send players to less loaded systems." This means much less missions in Hisec and much more in lowsec.I think it would have been fair to make it a random thing and not doing it this way.

1) All level 5's dealt omni damage 2) Level 5 rats switch targets like sleepers. 3) Level 5 payout and bounties increased by at least 2x.
Give me that and yes, I'll start running Level 5's in low sec. Until then they aren't worth the trouble or the headache unless I can run them without getting ****d by a PvP ship just because I'm PvE fit.

No one with half a brain cell is taking a Rattlesnake into low sec to run a level 5 when they'd make more running 4's.

Running L5 missions in hi sec was a bug if you didn't know :)
A quirk of the allocation system that has been fixed. It was mentioned before... I think with correcting of courier missions.
Anyway, L5 are not really supposed to be soloable - especially in low sec. You kind of need friends.

why would people that want to PVE be forced to pvp. Face it - online games are usually so successful because people get together and do dungeons. Today's MMO usually spawns an instanced dungeon where people can do PVE in a group without being bothered by their pvp foes.
Eve lacks that. Eve is 100% pvp all the time, every time. As soon as you leave the station there's a chance you won't make it back in the same ship.
But - what about lvl 4 missions? They're fairly safe. You usually kill the whole mission in 15-20 mins solo. Why would you want buddies? It's also pretty high income, on par with exploration , better than mining , close to what WH people are doing(especially when you factor in the time the WH people take to create a fleet, bathroom breaks and so on).
So what would a high sec lvl 5 mission do? It's usually hard enough to force people to group. Wait... what ? MMO and grouping - this can't be good? I mean if you wanna group why not just pvp... It would make people to fall into roles - tank, dps , logistic. Hmm specialized roles for a MMO - again that's something only reserved for pvp crowd.
yeah high sec lvl 5 is a bad bad thing.

As to the poster above me, It was easy to make 1 bil every 2 days running l5's. On LP.
That is what they did.

Not a bug. High sec lvl5s were around before Apoc and the allocation bug it produced. What "should be" aside, this is new.
