I'm just trying to do the epic mission arc for gallente. After completing the step "Into the Black", the next step "Poor Man's Shakedown" appeared in my journal. As did not have the time to do this mission immediately, a few days passed and the Tyranis patch came in the mean time.
I tried to do the "Poor Man's Shakedown" mission yesterday. I talked to the agent, and the agent told me: "I'm sorry, but what I've got is promised to another pilot already. Could you come back later". No possibility to accept the next mission step. Only a "close button". Huuuh?
I thought this could be a bug being introduced by the latest patch. I wrote a petition and wrote about this problem.
A GM responded and did a reset of the mission. After the reset, the agent had a "request mission" and a "close" button. Pressing the "request mission" button, did nothing. Replied to petition. GM did a reset to the previous mission step. I redid the previous step, but the agent for "Poor Man's Shakedown" still won't let me accept the mission, but as soon as I talk to the agent, the epic mission disappears from my mission journal.
Replied again to the petition, asking for a fix. A different GM now "made additional changes to my account" and asked my to retry the agent. But the problem persists.
After that the GM wrote back, that the services of the agent only supports a limited number of players. I should retry later. That looked like a bad joke to me.
So here goes my question to people doing epic mission arcs: did you ever encounter this kind of behavior?
I'm asking myself: why did two GMs try to fix the problem, while the 3rd GM tells me, this is a feature? Why does only this specific mission have this strange behavior? What is the "problem", with this mission, that only a limited number of players can do it simultaneously (or what ever may be the limit)? You can only repeat the epic missions every 3 month, so why this delay?
What do the developers expect? Sitting around at the agent for hours waiting for a chance to accept the mission?

Rest assured the 3rd GM was clueless, there is generally no consistency to be expected with regards to petition replies. If you get a "Come back later" the agent should give you the mission right away on the next try. If not, get the issue escalated to a senior GM (just ask for it), they often know what they are talking about.

Happened in a couple of missions - generally closing the game and relogging solved - or try to clear your cache

If it is that simple, why did the GM not ask me to do this? I asked the GM, which time frame I need to wait for a free slot. But the answer was quite vague: no specific time frame - try again later.
Btw I relogged several times in the mean time (tried to accept the mission yesterday evening, today morning, today shortly before and shortly after DT - on two different computers). I also told the GMs that I had tried do accept the mission now about 20 times in a waiting time frame of about 5,5 hours in total.
My final response was to have a senior GM taking a look at this problem.

Keep us updated! I am having this exact same problem, been through 2 GMs so far, both have reset my missions further back and I still am getting this problem. I also did not continue a mission till after Tyrannis.

After 2 weeks and 3 GMs looking into my problem, it turned out to be standing related issue: I had ~7.0 standing with Impetus, when I started the epic arc. All is fine for the first agents. The step "Into the Black" sends you to an agent called Mourmarie Mone (member of Federal Intelligence corp). If you don't have Gallente faction standing > 6.8 or Federal Intelligence corp standing > 6.8 the agent will not allow you to continue. You need either grind faction standing or corp standing, until the agent will talk to you.
To my opinion, this is a bad mission design. Getting refered to an agent and already having the mission from the agent in your journal, but you cannot accept it due to lack of standing, looks weird to me.
Second the way the agent reacts is bad design. If the agent would tell me: "your standings is to low, I will talk to you when your standing is sufficient", it would be understandable. Currently the agents acts strangely.

I don't think that's right. Did you grind standings and it worked? That's not the design, and everyone has broken epic arcs ATM, not just you.

No, I didn't grind standings. A GM logged into my account and modified the standing towards the corp of the agent and it worked (of course the standings were reset after testing).
I received a final reply to my petition that a fix regarding my epic arc bug is in the works and will be available with the next patch.

From old dev posts and blogs about epic arcs the system would check your standing only when you did accept the arc.
After that every agent in the chain would give you the story arc mission without further checks.
That was done in particular to help people that were doing the pirate epic arcs to mend standing with the irate factions.
It is interesting to see that some of the "recent" patches have broken that mechanic.

It has been like this for several agents as long as I can remember - IIRC it was only storyline agents, but I could be mistaken there. Whenever you tried to talk to them without an active storyline a reply similar to the one you stated was given. I guess it's CCPs way to make the agents look more like real people. Or you could say they are roleplaying :P
In any case, I learned that the "Someone else is doing it" speech means "No storyline for you at the moment".
As for the GMs - they are only people too. It's unlikely that they know every facet of the game all the time, and you just happened to reach three different people. In such a case it might help to refer to your previous petition - it usually helps in RL contact with hotlines in any case :)
