what is a good PvE setup for this ship?
i know its a mining ship but i dont have the money for a caracal and this was free.

tbh you are best off mining in it until you can afford a caracal and then pve in that.

I agree with the above poster. Dont use it for PVE.
Sell it and get a caracal when you can afford.

There a serveral drawbacks to a PvE Osprey,
First of all you have a ship with a mining bonus, and a shield transfer bonus, neither of which will be any use to PvE, and ship bonuses tend to have a large effect on your dps and tank ability.
Secondly Hybrid turrets you will be wanting to be using railguns which are pretty weak and will slow you down, while if you point out the missle slots and think running a 2/2 turret launcher set up is good you may aswell use a blackbird with 3 launchers and with the 6 med slots it'll have a stronger tank. The tank on the Osprey on the other hand is pretty poor it will be at best a 4 slot shield tank which won't last long at all with the Ospreys cap and will die to a stiff breeze. The only thing it has going for it in the PvE department is 4 scout drones, which isn't much to be fair.
If you were planning on running level 2's with this ship, don't. It'll die.
Finally, some hope at the end of the post! you mention the ship is free, this isn't true as it has a value, and can be sold on the market, so if you can mine, try mining a bit in it, and then selling it to get a Caracal which will be miles, miles better or if you can't stand mining, sell the Osprey and pick up a Blackbird, it'll do the PvE thing a whole lot better.

As everyone above has stated this is not a very good PVE ship at all. That being said, you asked for a fit. Rather than beat you over the head with a noob stick here is one to get you started:
[Osprey, noob]

Assuming you are doing level 2 missions for Caldari or Gallente, this may get you into proper mission ship faster then mining in the thing....or you will die in a fire. 
Change out the guns to the ones you are best with and choose hardeners based on the mission rats. Importantly, get into a noob friendly corp ASAP! I suggest Eve University.

This is overtanked for most level 2 missions and will run them fast enough especially if you salvage as you kill. But its cheap as chips to fit so you can get into a caracal asap.
