This may seem off-topic, but is Redundancy now part of the CCP team? If so, congratulations man! I used to be on the BH team, long long ago before I left EVE altogether due to RL time constraints. Imagine my surprise to see him really heavily involved in the game on the "authoritative" side. He was extremely dedicated to EVE, and he definitely deserves it.
Ok, back to the subject at hand. What exactly is wrong with missiles? I haven't PVPed in ages -- what is this visual tracking method and why is it bad?

Instead of chasing an object, they now plot intercept course. They used to just follow you around, now, they cut corners

To a degree. They still have a limited field of view, so they can't intercept so sharply that the target is longer visible to the missile. Besides, missiles fly way faster than any fighter, so a perfect intercept course isn't needed.

do they still have issues turning tho? like torps not being able to turn fast enough to get close to a uberfast ceptor?

It's the confirmation of Tech Level 3 that I find most intriguing.
Oh, and XL turrets on Dreads is an excellent way to go. They won't have to nerf POSs that much with Dreads and Elite BSs floating around.

Lets take starbases, sure Exodus brought them in but there is no real advantage or usability.....the are pretty hard to maintain...many many work....great, but you stated that you want them to be used.... Also Corp tax isn't finished..... maybe iam tired of playing this game, not sure at all, but iam tired of these nerfing and figuring out orgies.......you "sell" (your marketig guys tell us this is an free add on, not selling this as such) this update as an add on but this isn't true, the things you just brought in where mentioned as planned features since beta. I already feel that we the gamers pay for an game in developement...it's an some kind of cheat, isn't it ?

Keep in mind that some systems have negative security status, but we don't see this on the actual map, for some reason.
