On the contrary, there are billions of Matari who do accept slavery - be they the slaves themselves, those who were were once slaves but have now been officially emancipated or those who sell their own kind for profit.

You might break an individuum by the whip. But your poor try isn't that successful at all. When Jamyl Sarum was releasing the slaves we were almost overrun by returning Matari, if you remember correct. They were that large in numbers that we first actually had problems to integrate everybody. This times are over. Most of them are integrated by now, have jobs, a life and most important, a culture and their freedom. Which is something you even don't get if you are no slave in the Empire. You just get excuses for it. And the pointing to a better world to come.
But the better world to come is already. Our Republic.
And a lot of the released slaves either remained in the Empire or moved to the Mandate.
But yes, some did venture into the Republic. I recall that the reception received by those who refused to give up their faith in God wasn't too great.
So much for your "better world."

Not at all. It is those who refuse to accept God's rule who are not free - they are enslaved by their own base emotions.

We're always slaves to something. True?
It has in the past been said that the only true freedom is the freedom to choose what one will be enslaved to.
The choice is often between one's own selfish desires and a higher cause.
I choose the higher cause.
